The Institute carries out professional development of law enforcement officers, including those in the Presidential Reserve.

The Institute consists of:

1) Department of the Organization of Professional Development, including the Academy representatives in the regions;

2) Department of International Education in the Field of Countering Global Threats;

3) Department of Prosecution and Language development;

4) Department of Investigative and Operational Work.

5361 law enforcement officers have passed professional development since the establishment of the Academy, including 3800 officers from prosecutors, 225 – internal affairs agencies, 886 – anti-corruption services, 600 – economic investigation services, 65 – Committee on the Legal Statistics and Special Accounts (CLSSA).

An important area of ​​educational activity is the training of law enforcement officers in the Presidential Reserve. This educational project is being implemented in pursuance of the task set by the Head of State to create a new formation of leaders – leaders and modern managers.

The educational process is divided into four training modules: “Main directions of state policy”, “Negotiation tactics during mass protest and terrorist actions”, “Fundamentals of analytical work in management activities” and “Leadership and personal effectiveness of a manager”.

To ensure a high level of training, authoritative scholars and practitioners, including foreign experts (USA, UK and Singapore) and representatives of the governing body of state bodies are involved in the classes.

To date, 74 employees have been trained, 23 of them appointed to senior positions of law enforcement agencies.

Advanced training courses

Advanced training courses are held in a new format and are focused on practice. In particular, the organization of training includes three main stages: “Studying the needs of practice in knowledge and the formation of topics for advanced training courses”, “Determining the most effective forms of training taking into account the specifics of the topics of advanced training courses” and “Evaluation of the practical effectiveness of each course of study and making appropriate adjustments to work. ”

As part of the implementation of the first stage, a detailed content analysis of the state and existing problems was carried out (materials of inspection, collegium, reporting reviews of work deficiencies, etc. for the last 3 years), on the basis of which the most frequent shortcomings in the work of employees caused by lack of knowledge and skills.

This allowed us to identify and develop the most relevant in practice topics of advanced training courses.

During the implementation of the second stage, based on the specifics of the courses, the training methods that provide the most effective consolidation of the necessary knowledge are defined.

Workshops have been identified, during which they tested their knowledge in specific situations.

During the implementation of the third stage, an objective system for assessing the quality of education was implemented, which is carried out according to three main indicators:

– the results of input and output control of the level of knowledge on the subject of the course;

– evaluation by the students of the quality and relevance of the content of the training material (the correspondence of the knowledge acquired to the requirements of practice, the effectiveness in solving existing problems, the competence of the lecturer, etc.);

– expert evaluation from the direct head of the student after 2-3 months on the improvement of the quality, work of the employee after training.

The expected effect from the implementation of these approaches is an increase in the efficiency of the employee who has been trained, reducing the number of deficiencies and omissions in work caused by a lack of knowledge and skills.

Classes at the courses are conducted by the faculty of the Academy. In addition, judges of the Supreme Court, employees of the Prosecutor General’s Office, the Economic Investigation Service, the Anti-Corruption Service and the Accounts Committee are invited as lecturers.

Special initial training

A fundamentally new form of training for young employees of the economic investigation service, anti-corruption service and prosecution authorities is being applied.

Young employees take full-fledged monthly courses at the Academy after their appointment on the basis of advanced educational technologies, and the practical component of the curriculum has been strengthened.

Training of young employees is carried out in accordance with the curriculum developed on the basis of the Passport of Competence (industry-wide, informational, written, communicative, professional).

Lectures and practical training courses are conducted by employees of the Academy, the General Prosecutor’s Office and other authorized bodies.

Attention is also paid to the physical, fire and combat training of young employees.

The Academy is introducing a method for assessing the level of competence of young employees of the prosecutor’s office by carrying out the “Assessment” methodology.

The professional level is determined in the course of solving case studies that simulate the daily work of the prosecutor.

Skills such as the ability to work with departmental information systems, the preparation of legal documents, the organization of work by industry oversight, analyze problematic issues, creatively address them, etc have been checked.

To ensure the objectivity of the procedure, methods of cross-assessment and coding of listeners’ data are used, which excludes lobbying the interests of a person by experts.

In the course of the assignments, the expert will monitor the young employee and evaluate his skills by behavioral manifestations in accordance with the level of competence.

The assessment is carried out by experts from among the experienced staff of the Academy.

Using the proposed approach allows for a qualitatively new level to carry out the process of selection of personnel in the prosecution authorities and with a sufficiently high degree of accuracy to predict the professional success of personnel taken to the service.

During the reporting period, 743 young law enforcement officers were trained.

International training in countering global threats
Regional hub

A project to create a Regional Hub on Global Threats at the Academy with the approval of the Head of State (the letter was approved by Presidential Decree No. 3709 of September 30, 2016) was launched at the end of 2016 which was positioned as an international research and training center for countering:

1) extremism and terrorism;

2) illegal circulation of drugs and weapons;

3) human trafficking and illegal migration;

4) cybercrime;

5) financial crimes and corruption.

In less than a year and a half, 16 educational and research events were held on the basis of the Hub, in which more than 800 participants participated (including from Kyrgyzstan, Tajikistan, Turkmenistan, Uzbekistan, Afghanistan and Pakistan). 38 international experts from various countries and organizations were attracted.

Active cooperation is carried out with leading foreign countries and organizations (UN, OSCE, EU). High approval from the United Nations has been received, as part of the Memorandum of Understanding and Cooperation between the General Prosecutor’s Office of Kazakhstan and the United Nations signed on April 11, 2017 in Vienna.

Memorandums and agreements on cooperation with leading educational institutions of the country and the region (Nazarbayev University, ENU, National University of Defense, Scientific and Practical Center of the General Prosecutor’s Office of the Republic of Belarus, Higher Training Courses under the General Prosecutor’s Office of Uzbekistan, etc.), regional organizations on security (CARICC).

Taking into account the high efficiency of the project in September, the decision was made to transfer it to the operational level – the creation on the basis of the project of the Department of International Education in Countering Global Threats.

The department continues to set the criteria and pace of work. The main task of the Department are:

– advanced training, as well as training of highly qualified law enforcement officers of Kazakhstan and the region in the fight against global threats;

– search and implementation in practice of innovative teaching methods, as well as the results of joint research;

– constant exchange of best practices, the creation of an open dialogue platform between education – law enforcement agencies – society.

It should be noted that the creation of a permanently functioning structure made it possible to take a fresh look at the tasks set, to make the necessary adjustments for the development of future prospects.

Taking into account the relevance to the directions of global threats, issues of ensuring environmental safety have been added in September of this year..

Not only international experts are actively involved in conducting training activities, but also own national trainers trained in this project.

We are actively working to prevent these types of threats and to involve the public in the dialogue.

Round tables and seminars are held where participants are academics, practitioners – law enforcement, members of the public. Such a symbiosis allows to look at solving problems from a different angle.

One of the types of innovative training has been developed – film training, which is an interdisciplinary methodology based on the intersection of psychology and pedagogy.

The first international simulation training course “Combating Trafficking in Persons on Migration Routes” was held in September of this year., where 57 law enforcement and government officials, as well as non-governmental organizations from 14 countries took part. In total, more than a hundred people from 17 states participated.

The learning process eliminates theory and is fully focused on practical aspects. During the training, life situations of labor and sexual exploitation of people are simulated.

This methodology will be used in the future in all areas of global threats, as well as in other training activities of the Institute. For these purposes, work has begun on the creation of a simulation ground.

Further geographical expansion of the participants is planned in the case of interest of other states, especially the CIS countries.
