GENERAL PROVISIONS

The Development Strategy of the Law Enforcement Academy under the Prosecutor General’s Office of the Republic of Kazakhstan for 2019-2023 was developed with the aim of further modernizing the training system for law enforcement agencies.

The state institution “Law Enforcement Academy under the Prosecutor General’s Office of the Republic of Kazakhstan” (hereinafter referred to as the Academy) is a non-profit educational organization with a special status that independently determines the content of education and the organization of educational activities.

The Academy was established by Decree of the First President of the Republic of Kazakhstan on May 4, 2015 No. 15 with the assignment of the following tasks:

– improving the professional level of law enforcement officials, including members of the Presidential Reserve;

– coordination and conduct of interdepartmental research in the field of law enforcement;

– Implementation of postgraduate education programs.

Today the Academy has passed the formation period, significant work has been done.

Licenses have been obtained for the right to carry out educational activities under the postgraduate education programs (master’s and doctoral programs) in the specialties of Law Enforcement and Jurisprudence.

The legal framework has been developed and implemented, consultative and deliberative, collegial governing bodies have been created (Academic, Scientific and Methodological, Teaching and Methodological and Dissertation Councils).

In 2017, the Academy was accredited by the Ministry of Education and Science as a subject of scientific and technical activity.

In 2018, the Independent Agency for Quality Assurance in Education carried out institutional accreditation of the institution. A certificate was received for a period of five years until January 19, 2024 on the compliance of the implemented educational programs with all requirements and standards.

This gives the Academy an advantage to further increase the ranking of the university, strengthening competitive position among Kazakhstani universities.

In 2018, the new structure of the Academy was approved, special departments were established for prosecutorial supervision, investigative and operational work, as well as international training. A special department for monitoring and evaluating the quality of scientific and educational activities, a department for the development and maintenance of information and communication systems has been created.

The Academy’s training programs are focused on the main areas of supervisory activity (in the field of modernization of the criminal process, protecting public interests, enforcement proceedings, administrative and civil laws), and also take into account the specifics of the anti-corruption service (anti-corruption in state bodies and the quasi-public sector) and the economic investigation service (economic crimes), as well as socio-psychological competencies.

The theme of staff development courses is based on the analysis and assessment of the needs of the practice.

In general, more than 5,000 law enforcement officers have undergone further training and retraining at the Academy since 2015 and the process of distance learning has begun from 2019.

A system for the training of persons in the Presidential Reserve has been created and adjusted. The subjects of the courses mainly consist of issues of ensuring national security, countering terrorism and extremism, corruption and the use of information technology.

86 managers from the prosecutor’s office, internal affairs, the national bureau and the economic investigation service improved their qualifications in the Presidential courses, 23 or 27% of them were appointed to higher posts.

A system of advanced training and professional development is functioning for the faculty members of the Academy.

This is an internship in leading universities of Kazakhstan (Nazarbayev University, National University of Defense named after the First President of the Republic of Kazakhstan – the Leader of the Nation, Al-Farabi Kazakh National University, etc.), training at events in the areas of pedagogical activity, including in Russia and Hungary.

The School of Pedagogical Excellence is functioning on a regular basis; experienced employees of the Academy are also involved in conducting classes, as well as teachers, scientists, experts from other universities.

In the field of international cooperation, the priority for the Academy is the project to create a Regional Hub to counter global threats. These are extremism and terrorism, drug trafficking, illegal migration and human trafficking, environmental crime, cyber crime, financial crime and corruption.

Along with Kazakh law enforcement officials, law enforcement officers from Uzbekistan, Kyrgyzstan, Tajikistan, Turkmenistan, Afghanistan and Pakistan are trained in the Hub.

Close cooperation was established with partners from the OSCE, EU, UN, Interpol, INTERRA, ITEC, the World Bank, the MASHAV Agency, embassies and missions of foreign countries (USA, Turkey, Israel, Germany, Hungary, France, Russia, the UK, India).

With their assistance, in 2018, 80 prosecutors went abroad to exchange experiences, train and participate in international events in Austria, Hungary, Georgia, Kyrgyzstan, Lithuania, etc.

Since the formation of the Hub, 42 trainings have been held with the participation of international experts, 1378 law enforcement officers have been trained, 10 national trainers to investigate financial crimes have been trained.

A feature of the educational activities of the Hub is the use of innovative teaching methods as a “simulation” (modeling of cases of the actual commission of crimes with the subsequent stages of their identification, suppression and investigation).

Students develop practical skills and identify problem areas in work. Such a training was first held in the post-Soviet space with the support of the OSCE in September 2018 on the topic: “Combating trafficking in persons along migration routes.”

Over 100 people from 19 states (Kazakhstan, Belarus, Uzbekistan, Russia, Tajikistan, Lithuania, Ukraine, Turkmenistan, Armenia, Georgia, Kyrgyzstan, Israel, Moldova, Azerbaijan, etc.) took part in it. Similar events are planned to continue in other areas of the Hub.

In addition, within the framework of the Academy’s status of the basic organization of CIS member states assigned in April 2018 to improve the qualifications and retraining of personnel for tax (financial) investigation bodies, an international training seminar “Financial Investigations and Recovery of Illegal Assets” (November 2018) was held.

In order to form a unified policy of scientific research of law enforcement bodies, a Scientific and Methodological Council has been formed, which includes the leadership of the Academy, the heads of apparatuses and personnel services of law enforcement bodies and the scientific community.

The research conducted by the Academy is interdepartmental in nature and focused on solving strategic problems in law enforcement. Their topics are related to the activities of the National Plan, the Legal Policy Council and other program documents.

In 2018, research was completed on 5 scientific topics: “On the gradual reduction of the death penalty”, “On countering the theft of oil and oil products”, “On countering the illegal withdrawal of capital”, “On ensuring environmental safety in the transition to a green economy”, “Crime prevention through criminological forecasting on the example of the West Kazakhstan region.”

As a result, scientific and practical manuals and methodological recommendations were prepared, copyright was registered for 2 methods, 3 criminological forums and 1 conference were held.

Through the postgraduate education, the Academy provides higher professional training in magistracy and doctoral studies in the specialties of Jurisprudence and Law Enforcement.

From 2015 to 2018, 74 magistracy and 12 doctoral students graduated.

In 2018, 50 employees were accepted for training, of which 40 were enrolled in the magistracy, and 10 in the doctoral program. In total, 109 students are studying at the Academy, of which 79 are enrolled in the magistracy, and 30 are in the doctoral program.

To realize the creative potential of magistracy and doctoral students in research, a Council of Young Scientists has been created.

The educational material base was updated, all classrooms were equipped with new interactive whiteboards, projectors, a language laboratory and a computer room are working.

 

ANALYSIS OF THE STRENGTHS AND WEAKNESSES OF THE ACADEMY

The special status of the Academy is fixed at the level of legislative acts of the Republic of Kazakhstan.

A system of advanced training has been created and is operating, the highest professional training in master’s and doctoral programs, including the Presidential Reserve.

The Academy is determined by the basic organization of the CIS member states for advanced training and retraining of personnel for tax (financial) investigation bodies.

The research conducted by the Academy is interdepartmental and focused on solving strategic tasks of law enforcement agencies.

A regional hub has been created to counter global threats (extremism and terrorism, drug trafficking, illegal migration and human trafficking, environmental crime, cybercrime, financial crime and corruption)

Lack of practical orientation of training courses and research results.

Weak system of retraining, advanced training of scientific and pedagogical staff.

The insufficient level of automation of the educational process, the introduction of information and communication technologies.

A low proportion of the introduction of master’s and doctoral dissertations in practical and pedagogical activity.

Lack of budget funding for scientific activities of law enforcement agencies.

Inadequate material and technical base.

The low number of publications of the Academy, including in rating magazines.

Lack of own print media recommended by the Committee for Supervision of Education and Science.

STRATEGIC GOALS AND OBJECTIVES

GOAL №1 IMPROVING THE QUALITY OF THE EDUCATIONAL PROCESS

Target indicator – Providing a qualified educational process at the level of international standards.

Results Indicators:

– By 2020, obtaining by the Academy the status of a basic organization for the training of prosecutors and investigators in the CIS countries;

– By 2023, recommendations of the Independent Agency (IQAA) for the post-accreditation period will be implemented by 90-95%.

– the share of law enforcement officers (except the Ministry of Internal Affairs) by 2023 who upgraded their skills at the Academy will be 75%.

The result of the achievement of the goal and indicators should be the strengthening of the practical component of the training of law enforcement officials, the following measures will be taken:

– the implementation of the recommendations of the Independent Agency (IQAA) in the post-accreditation period will be 90-95%. For their consistent implementation, an action plan will be drawn up, it will determine specific dates and responsible executors;

– teaching of the Academy’s teaching staff to modern forms, methods, means and technologies of teaching (School of Scientific and Pedagogical Excellence);

– internship of scientific and faculty members in law enforcement and government agencies, universities;

– conducting training courses using active teaching methods based on andragogy (“adult-learning”): cases (increasing the percentage of teaching theory through case analysis / German, British experience /; developing cases based on real cases); simulation training; group projects; gamification, etc .;

– The introduction of a trilingual education program at the Academy for postgraduate education programs;

– increasing the level of satisfaction of students with the quality of the educational process;

– the study and implementation of best practices in the educational process, innovative learning technologies, including development of educational methods.

Task 1.1. Development of a practice-oriented approach to learning

The results of the task will allow:

– increase the level of practical orientation of the materials of training courses and ongoing educational programs.

The following measures will be taken:

– An analysis of the needs of law enforcement agencies in the subject and training forms;

– employers will participate in the examination of postgraduate education programs, as well as advanced training courses;

– Practical workers will be involved in conducting classes in the disciplines.

Task 1.2. Ensuring the requirements of the law on advanced training of law enforcement officers

The results of the task will allow:

– Ensure the requirement of the law on mandatory continuing education for law enforcement officers;

The following measures will be taken:

– Training courses have been developed for the advanced training of employees in a remote form;

– training events were held within the framework of the status of the base organization of the CIS member states on staff development for tax authorities;

– receiving postgraduate education programs in a distance form;

– conducted training activities in the areas of the Regional Hub;

– organized training for prosecutors in foreign countries, as well as law enforcement officers in the Presidential Reserve.

Task 1.3. Expanding the use of IT technology in the educational process

The results of this task will allow to automate the management of the educational process at the Academy, including during research and the library system.

The following measures will be taken:

– A system of accessibility to the methodological support of the educational process, including implementation of an integrated library system;

– developed and launched modules of the E-Academy system;

– the work of the interdepartmental scientific information system has been improved.

 

GOAL №2 IMPROVEMENT OF SCIENTIFIC RESEARCH WORK IN LAW ENFORCEMENT

The results of achieving this goal will increase the effectiveness of interagency studies, scientific and methodological support of law enforcement practice, the image of the Academy in the scientific community and the share of the implementation of the results of master’s and doctoral dissertations of students in practical and pedagogical activities.

The following measures will be taken:

– the participation of law enforcement agencies in the formation of topics for master’s and doctoral dissertations of students based on the needs of practice;

– Publication and publishing activity of scientific staff (in leading international journals, including with impact factor, in scientific publications recommended by the Committee for the Control of Education and Science);

– Conducting by the Academy of scientific research in conjunction with law enforcement and government agencies, international and non-governmental organizations, domestic and foreign universities, including participation in authorship teams;

– development of our own methods of analysis, assessment, mathematical models of legal phenomena;

– Coverage of the results of scientific research (achievements) on wide information platforms;

– increasing the level of implementation of the results of master’s and doctoral dissertations in practical, scientific and educational activities (% of the number of completed work in the academic year);

– summarizing the proposals of students of the Academy in the framework of scientific research.

 

GOAL №3 FORMATION OF A PROFESSIONAL AND HIGH-PERFORMANCE STAFF

The results of this goal will make it possible to equip the Academy with highly qualified personnel, create a system of continuous training for employees and improve their professional level.

The share of scientists and practitioners of the total number of employees will increase annually.

The following activities will be carried out:

– attract professional practitioners (with at least 5 years of experience), scientists (Candidate of Legal Science, Ph.D.) to work at the Academy;

– organize courses and seminars to improve the skills of the Academy staff, including in weekly classes on the study of legislation and international experience;

– improve the scientific qualifications of employees, including by incentive to obtain a degree and title;

– teach the staff of the Academy the state language;

– organize retraining and adaptation of the Academy staff to writing in the state language, in connection with the transition to the Latin alphabet;

– teach Academy staff English language.

Task 3.1. Improving the moral and psychological climate at the Academy

The results of this task will create an atmosphere of trust and support within the walls of the Academy, increase the level of employee satisfaction with the moral and psychological climate in the team.

The following activities will be carried out:

– organization of cultural events, sports and other events aimed at strengthening the corporate culture;

– stimulation of the most active employees and students for high academic achievements, participation in public work, sports and cultural events;

 

GOAL №4 IMPROVING IMAGE WORK

The results of this task contribute to increasing the positive perception of the Academy in society through the media and social networks.

The following activities will be carried out:

– providing information support for the Academy events in the media and on Internet resources;

– an increase in the number of followers on social networks (Facebook, Instagram, Twitter, Telegram);

– development and release of videos on the activities of the Academy;

– development of reference materials on the activities of the Academy;

– increasing the publication activity of the Academy’s faculty.

 

GOAL №5 STRENGTHENING PARTNERSHIPS, DEVELOPMENT OF INTERNATIONAL RELATIONS

The results of this goal will strengthen cooperation with domestic, foreign and international organizations, create a system of long-term partnerships.

For implementation it is necessary to take the following measures:

– expanding the cooperation of the Academy with other foreign educational institutions;

– interaction with international and foreign organizations (UN, OSCE, CE, etc.);

– training of national trainers in the areas of the Hub.

 

ORGANIZATIONAL EVENTS

Ensuring strategic goals and competitiveness requires a number of organizational measures, including the creation of the necessary infrastructure, including a modern educational and material base, buildings and structures capable of satisfying the needs of both employees and students.

The result will bring the Academy to the level of advanced educational institutions attractive for work and study.

The following measures will be taken:

– the introduction of vocational training for candidates first entering the service of law enforcement agencies (except for the Ministry of Internal Affairs);

– receiving by the Academy of the status of a provider for the training of law enforcement officers in the framework of the Bolashak state scholarship;

– the introduction of specialized magistracy in the specialty “Law Enforcement”;

– giving the Academy the status of a basic organization for the training of prosecutors and investigators in the CIS countries;

– study of the issue of budget financing of scientific activities of law enforcement agencies;

– inclusion of the scientific journal “Bulletin of the Law Enforcement Academy” in the List of publications recommended by the Committee for the Control of Education and Science of the Ministry of Education and Science;

– replenishment of the library fund of the Academy, including electronic editions;

– study of the issue of overhaul of the Academy dormitories;

– study of the design and estimate documentation for the new administrative building, checkpoint and TIR;

– study of the issue of financing the improvement of the Academy’s territory;

– launch of a simulation and training transformer training ground;

– improving the social conditions of students and trainees;

– purchase of a set of equipment for a television studio.

 

STRATEGY IMPLEMENTATION MECHANISM

The mechanism for implementing the Strategy involves:

– organization of working meetings, monitoring the implementation of the Strategy, monitoring the implementation of the Action Plan;

– regular updating and replenishment of strategic information on the basis of official statistics and monitoring results;

– preparation of presentation publications on the implementation of the Strategy with their mandatory publication on the Academy website;

– consideration of the results of the implementation of the Strategy and the Action Plan on the basis of the Academic Council.

 

CONCLUSION

Implementation of the Strategy: educational institutions providing further training and development in the field of science and education in the field of protection of rights, before experience and innovations.
