RULES
of admission to the Academy of Law Enforcement Agencies under the General Prosecutor’s Office of the Republic of Kazakhstan which implements professional training programs for postgraduate education

1. General regulations

1. These Rules for admission to the Academy of Law Enforcement Agencies under the General Prosecutor’s Office of the Republic of Kazakhstan (hereinafter – the Academy), which implements professional training programs for postgraduate education (hereinafter – the Rules), are developed in accordance with the laws of the Republic of Kazakhstan “On Law Enforcement Service”, “On Education” other normative legal acts of the Republic of Kazakhstan and determine the procedure for admission of candidates for the master’s and doctoral studies of the Academy.

2. Formation of a contingent of postgraduates and doctoral students of the Academy is carried out by placing the state educational order for the training of specialists with postgraduate professional education.

3. The admission of candidates for the master’s and doctoral studies of the Academy is carried out on a competitive basis based on the results of the entrance examinations.

4. The admission of documents to the magistracy and doctoral studies is held annually from 10 to 30 July.

5. Entrance examinations to the magistracy and doctoral studies of the Academy are held from 10 to 20 August, enrolment – until 25 August.

6. The deadlines for accepting documents and entrance examinations are extended or postponed at the discretion of the Rector of the Academy.

2. The procedure for admission to the magistracy and doctoral studies

7. Law enforcement officers who have mastered professional higher education curricula and have at least one year’s experience in law enforcement can be accepted to the magistracy of the Academy.

8. The doctoral Academy of the Academy accepts law enforcement officers who have an academic degree “master” and at least three-year work experience law enforcement service.

9. The personnel departments of the central apparatus, territorial or equivalent specialized subdivision of law enforcement agencies, departments, and the establishment of law enforcement bodies (hereinafter – completing bodies) create selection commissions for the selection of candidates for study at the magistracy and doctoral studies.
The composition of the selection committee is approved by the order of the head of the completing body and is formed in the composition of the chairman, secretary and at least three members of the commission.

10. The Selection Committee examines the submitted documents pointed in paragraphs 12, 13 of these Rules and determine the candidates’ compliance with the conditions of admission.

11. The results of the work of the selection committee are drawn up in a protocol.

12. Staff departments of completing bodies send the following documents to candidates for admission to the Academy’s master’s program:

1) a report addressed to the Rector of the Academy;

2) a copy of the higher education document;

3) a copy of the certificate of passing the test in a foreign language under the programs specified in paragraph 22 of these Rules (if any);

4) six photos in the size of 3×4 centimetres;

5) a copy of the identity document;

6) a list of scientific and scientific-methodical works (in the case of their availability);

7) attestation sheet for the last period of service;

8) a copy of the protocol of the selection committee on sending to study indicating the position for which the appointment of an employee is expected after graduation from the master’s degree;

9) a personal sheet on personnel accounting.

13. Staff departments of completing bodies send the following documents to candidates for admission to the Academy’s doctoral program:

1) a report addressed to the Rector of the Academy;

2) copies of documents on higher and (or) postgraduate education;

3) a copy of the certificate of passing the test in a foreign language under the programs specified in paragraph 22 of these Rules (if any);

4) six photos in the size of 3×4 centimetres;

5) a copy of the identity document;

6) a list of scientific and scientific-methodical works (in the case of their availability);

7) attestation sheet for the last period of service;

8) a copy of the protocol of the selection committee on sending to study indicating the position for which the appointment of an employee is planned after the completion of the doctoral studies;

9) a personal sheet on personnel accounting;

10) the rationale for the planned dissertation research agreed with the prospective domestic or foreign scientific adviser in the form according to Annex 1 to this Regulation.

3. The procedure of the entrance examinations

14. An admission and examination commissions for specialties which composition is approved by the order of the rector of the Academy is created for the period of the entrance examinations to the magistracy and doctoral studies in the Academy.

15. Admission committee is formed in the composition of the chairman, the secretary and at least three members of the commission. The chairman of the admission committee is the rector of the Academy, who manages the activities of the admission committee. The secretary of the admission committee is the employee of the Academy.

16. Admissions Committee:

1) reviews the documents of candidates for study;

2) examines complaints and applications regarding admission to study;

3) prepares lists of candidates for studies;

4) enrols postgraduates and doctoral students at the Academy;

5) analyses the results of admission of candidates for studies and formulates proposals for further improvement of the work.

17. The activities of the selection committee are carried out in accordance with the work plan. Sessions of the selection committee are held as required by the decision of the chairman of the admissions committee and drawn up in a protocol.

18. Decisions of the selection committee are drawn up by the protocol and are adopted by a simple majority vote with at least two thirds of the approved membership. The voice of the chairman of the selection committee is decisive when the votes are equal.

19. The Examination Commission is created to conduct an examination in the specialty and consists of a chairman, a secretary and at least three commission members, two of whom must be doctors by profile or doctors of legal science. The vice-rector of the Academy is appointed as the chairman of the examination committee.

According to the results of examinations, the examination committee compiles a protocol, which is signed by the members of the examination committee.

20. Candidates applying to the magistracy, doctoral studies of the Academy take the entrance examinations:

1) a foreign language (English, German, French by choice);

2) in the specialty.

21. Programs of entrance examinations for magistracy are formed on the basis of standard curricula for higher education disciplines.

Programs of entrance examinations for doctoral studies are formed on the basis of professional training programs of the magistracy.

22. Candidates for studies with international certificates confirming the proficiency in a foreign language in accordance with the Common European Framework of Reference (standards) for the possession of a foreign language are exempt from the entrance exam in a foreign language for a master’s or doctoral degree in the following examinations:

English Language: Test of English as a Foreign Language Institutional Testing Program (TOEFL IPT – not less than 460 points), Test of English as a Foreign Language Institutional Testing Program Internet-based Test (TOEFL IBT, threshold score – not less than 87 points), ( TOEFL – not less than 560 points), International English Language Tests System (IELTS – not less than 6.0);

German language: Deutsche Sprachprufung fur den Hochschulzugang (DSH, NiveauC1 / level C1), Test Da F-Prufung (Niveau C1 / level C1);

French: Test de Français International ™ (TFI – not below the level of B1 in reading and listening section), Diplomed ‘Etudesen Langue franzaise (DELF, level B2), Diplome Approfondide Langue franzaise (DALF, level C1), the TEST deconnais sancedu français (TCF – not less than 400 points).

23. Entrance examinations in a foreign language are conducted according to the technology developed by the National Testing Centre of the Ministry of Education and Science of the Republic of Kazakhstan.

24. The exam in the specialty for applicants to the magistracy, doctoral studies is conducted in the volume of professional curricula of the previous level of education. The form of the entrance examination for the specialty is determined by the Academy independently.

25. Retake of entrance examinations is not allowed.

26. An appeal commission consisting of a chairman and at least two commission members is established in order to ensure compliance with common requirements and resolve disputes during the entrance examinations for magistracy and doctoral studies.

The composition of the appeal commission is approved by the order of the rector of the Academy.

The Appeal Commission accepts and examines applications from candidates entering the magistracy or doctoral studies that do not agree with the results of the entrance examinations, the content of the examination materials, including for technical reasons.

27. An application for appeal should be addressed to the name of the chairman of the appeal commission by the candidate entering the magistracy or doctoral candidacy, before 13.00 pm the day after the announcement of the results of the entrance examination and is considered by the appeals committee within one day from the day of filing the application.

28. The work of the appeal commission is formalized by a protocol signed by the chairman and all members of the commission.

4. The order of enrolment in the magistracy and doctoral studies

29. Admission to the magistracy and doctoral studies is carried out by the Admission Committee of the Academy.

30. Candidates who score at least 150 points for the entrance examinations in the specialty and a foreign language (on a 100-point scale for each discipline according to Appendix 2 to this Regulation) are enrolled for the master’s and doctoral studies.

31. Candidates who have the international certificates confirming the possession of a foreign language (English, French, German) indicated in Paragraph 22 of these Rules, shall be credited with the highest score on the 100-point scale of the entrance exam in a foreign language.

32. The candidates with the highest score of the entrance exam in the specialty receive the pre-emption right upon admission in case of the same amount of points. Then the scientific achievements corresponding to the profile of the chosen specialty are taken into account: scientific publications, including in the rating scientific publications; certificates of scientific development; Certificates on the award of scientific grants, grants; Certificates or diplomas for participation in scientific conferences and competitions.

33. On the basis of the protocol of the selection committee, the Rector of the Academy issues an order for admission to the magistracy and doctoral studies, which is the basis for sending the candidates’ personal cases for study at the magistracy and doctoral studies and their secondment at the disposal of the Academy.

34. The Academy concludes a contract with staff enrolled in a magistracy, a doctoral program for the provision of educational services in the form in accordance with Appendix 3 to these Rules.

35. The Admission Committee sends to the General Prosecutor’s Office of the Republic of Kazakhstan a final report on the results of the admission, as well as copies of orders for admission to the Master’s and Doctoral studies of the Academy within ten calendar days after the completion of the work.

36. The issues that are not regulated by these Rules shall be resolved by the Admission Committee in accordance with the procedure established by the legislation of the Republic of Kazakhstan.
