Procedures for ensuring objectivity and transparency of the entrance exam to the postgraduate and doctoral studies of the Academy of Law Enforcement Agencies under the General Prosecutor’s Office of the Republic of Kazakhstan

The procedure for admission and the list of documents for admission are regulated by the Rules for Admission to the Academy of Law Enforcement Agencies under the General Prosecutor’s Office of the Republic of Kazakhstan, which implements professional training programs for postgraduate education (approved by Order No. 101 of the Prosecutor General of the Republic of Kazakhstan August 13, 2015).

Entrance examinations are held in two stages.

1st stage: foreign language examination. The date, place and procedure for conducting the examination is determined by the National Testing Centre of the Ministry of Education and Science of the Republic of Kazakhstan (currently the date is not defined).

2nd stage: entrance examination in the specialty. It is held in the building of the Academy at the address: Koshhy, Republic street 16.

Aim: Selection of the best candidates for study in the postgraduate and doctoral studies

1. Objectivity
2. Transparency
3. Equality of opportunity
4. Professional knowledge and experience as the only criterion for competitive selection

DECISION:
To achieve this goal and implement the principles, the Academy applies the system of conducting the entrance examination, excluding the possibility of admission except at the expense of their own knowledge, which provides:

1. Mode of admission and control during the examination.

1.1 Only the members of the admission and examination commissions, representatives of independent observer organizations, approved by the order of the Rector of the Academy, can be in the Academy building on the day of the examination.

1.2 Admission of candidates for exam is carried out strictly by identity cards, according to the list of admissions committee.

1.3 A check is made with the help of technical means for the presence of items prohibited for carrying to the exam (cell phones, tablets, cheat sheets, educational literature, etc.).

1.4 Continuous video surveillance and recording of the examination are carried out.

2. Transparency and objectivity of knowledge assessment.

2.1 The barcoding of answer sheets is used. Members of the examination board do not have access to the information to which candidate the verified answer sheet belongs.

2.2 The candidate’s answer for each task of the examination ticket is checked by several examiners.

The score for the exam is set by deducing the average score for each issue of the ticket and summing the average points for the 4 questions.

2.3 An essay is included to evaluate the candidate’s ability as the fourth assignment in the ticket. The essay is checked by an invited independent expert.
