In pursuance of the Address of the Head of State to the people of Kazakhstan and the state program “Digital Kazakhstan”, the seminar on the issues of fighting against legalization of the criminal incomes received as a result of use of electronic money and virtual currencies was held in the Academy of Law Enforcement Agencies within the framework of Regional Hub with the support of the Fund of the First President of the Republic of Kazakhstan and the German Foundation for International Legal Cooperation “IRZ” on March 26-27, 2018.
Representatives of a number of interested state and law enforcement bodies, the scientific community, NGOs, international and national experts took part in its work.
The main objective of the seminar is to improve the skills of law enforcement officers in the investigation of financial crimes, exchange of experience and training in new detection methods.
It is noted that the development of electronic money does not exclude the risks of using them as a tool for laundering proceeds from crime.
Experts from Germany shared their experience in countering financial crimes, told about known methods of laundering criminal proceeds, the practice of investigating such acts and the return of stolen assets.
Much attention is paid to the principles of the operation of blocking technology at the international level and to the use in the activities of state bodies, the functioning of the payment system bitcoin and other crypto-currencies, their vulnerability to criminals, and legislative regulation of the markets of the crypto industry.
A separate session of the seminar is devoted to the investigation of crimes using crypto-currency, money transfer systems and electronic money. In this context, the experience of German practitioners in detecting suspicious transactions with electronic money was also noteworthy.
According to the participants of the event, the topical issues discussed during the seminar will contribute to the further development of unique innovative technologies and the skilful application in practice.
