To prevent corruption manifestations

The second phase of the training seminar “Anticorruption Examination of Draft Normative Legal Acts” was held at the Academy of Law Enforcement Agencies on April 11-13, 2018 within the framework of the Regional Hub with the support of the OSCE.

Representatives of several ministries and departments, scientists, representatives of civil society, national and international experts took part in its work.

The main goal of the event is to train law enforcement and government officials in the analysis of regulatory legal acts on corruption.

As noted at the seminar, anti-corruption expertise has a special role in the prevention of corruption as an important tool for identifying corruption factors in bills. Timely detection and elimination of corruption prerequisites at the stage of adoption of a normative legal act will prevent abuse of officials.

During the training, an exchange of views took place on topical issues of improving the legal and organizational framework for anti-corruption expertise.

In particular, various aspects of the overall assessment of the draft law and its justification, the definition of public and private interests in the promotion of draft laws, corruption factors caused by terminology and the lack of preventive mechanisms are considered.

Experts shared their experience in carrying out anti-corruption expertise, acquainted listeners with possible risks in this area. The training sessions are supported by practical exercises for the preparation and expert evaluation of specific draft laws at the central and regional levels.

As a result of the seminar, practical recommendations were developed for state bodies on methods of carrying out anti-corruption expertise.
