The Law Enforcement Academy under the Prosecutor General’s Office of the Republic of Kazakhstan announces a general competition among public servants of all public bodies

General qualification requirements for all participants:

for category C-4: higher education; the presence of the following competencies: initiative, communication, analyticity, organization, ethics, quality orientation, customer orientation, intolerance to corruption; work experience must meet one of the following requirements: 1) at least two years of public service experience, including at least one year of public service experience in the posts of the next lower category, provided for by the state body staffing table, or not lower than categories B-5, C-5, C-O-5, D-4, D-O-4, or in administrative public positions of Corps “A”, or in political public positions; 2) at least three years of work experience in areas corresponding to the functional areas of a particular position in this category, including at least one year of civil service experience in the posts of the next lower category, as provided for by the state body staffing list, or not lower than categories B-5, C-5, C-O-5, D-4, D-O-4, or in administrative public positions of Corps “A”, or in political public positions; 3) at least two years of work experience in administrative government posts of at least categories B-5, C-5, C-O-5, D-4, D-O-4 or in administrative government posts of Corps “A”, or in political positions, or in the status of a deputy of the Parliament of the Republic of Kazakhstan or a maslikhat deputy of the region, a city of republican significance, the capital, working on an ongoing basis, or in the status of an international employee; 4) at least one year of service as a judge, with the exception of judges who terminated their powers on negative grounds; 5) at least three years of civil service experience, including at least two years in positions not lower than the average command structure of law enforcement or junior officers of special state bodies of the central or regional levels, or the operational-tactical level of the military command body of the Armed Forces or military training establishments with a military rank not lower than junior officers; 6) at least four years of work experience in areas corresponding to the functional areas of a particular position in this category; * 7) completion of training in higher and postgraduate education programs on the basis of a state order in educational institutions under the President of the Republic of Kazakhstan or in foreign higher educational institutions in priority specialties approved by the Republican Commission; 8) the presence of a degree. *

* Note: this requirement is presented for participants in the general competition for the occupation of the administrative public position of Corps “B”, as well as for persons appointed on an out-of-competition basis as assistants, advisers to the first heads of state bodies, press secretaries.

I. 1. Chief expert of the Department of Finance and Logistics of the Law Enforcement Academy, category P-4, 1 unit.

Functional duties: Participation in the development and approval of regulatory legal acts regulating the public procurement procedure; monitoring of planned and conducted public procurements; preparation and submission of reports on public procurement; participation in the development and submission of draft public procurement orders for approval; participation in the drafting and consideration of draft contracts on public procurement of goods, works and services, monitoring compliance with public procurement procedures; participation in public procurement procedures; participation in the development of proposals to improve the public procurement process; analysis and generalization of the practice of applying public procurement legislation; preparation of analytical materials based on the results of the procurement; organization and conduct of public procurement of goods, works and services carried out in the framework of budget programs; drawing up and introducing changes and additions to the annual plan of public procurement; the provision of methodological assistance on the application of the norms of legislation on public procurement, correspondence with individuals and legal entities; the implementation of other functions within its competence.

2. Chief expert of the Department of Finance and Logistics of the Law Enforcement Academy, category P-4 (temporary vacant position).

Functional responsibilities: Monitoring the accuracy of accounting; submission of quarterly and annual reports on the implementation of financing plans; control over the timely and correct execution of documents and the legality of transactions; control over the correct and effective spending of funds in accordance with open limits and their intended purpose, as well as over the safety of cash and material assets; control over the accounting of documents of inventory, assets; coordination of operations related to the movement of cash and other inventory items; control over the provision of financial statements in a timely manner; control over the correctness of accounting records for synthetic and analytical accounts, reconciliation of revolutions and balances for each analytical account of revolving lists and the results of revolutions and balances of subaccounts of the book “Main Journal”; control over cash flow in a current account, SPE of paid services, SPE of temporary allocation of funds and account in foreign currency, calculation and analytical accounting for sub-accounts 3210 “Short-term payables with suppliers and contractors”, 1410 “Short-term advances paid”, 1420 “Prepaid expenses”, quarterly reporting on receivables and payables, correspondence with individuals and legal entities; the implementation of other functions within its competence.

3. Expert of the Organization and Control Department of the Office of the Law Enforcement Academy, category C-5, 1 unit.

Responsibilities: Development and distribution of publications, interviews, official statements, messages, press releases and other information materials about the Academy’s activities in the media; participation in the organization of press conferences, briefings, interviews and comments of the Academy management; monitoring the timely and high-quality information content of the Academy website; media assistance in organizing television, radio programs and programs and other materials covering the activities of the Academy; interaction with leading republican and regional periodicals, heads of television and radio companies, news agencies, online publications; assistance to media representatives in obtaining the necessary information on the coverage of the Academy; preparation of responses to inquiries from media representatives about the work of the Academy; media monitoring of the Academy; the implementation of other functions within its competence.

To ensure transparency and objectivity of the work of the competitive commission, observers are invited to its meeting.

Deputies of the Parliament of the Republic of Kazakhstan and maslikhats of all levels, representatives of the media accredited in the manner established by the legislation of the Republic of Kazakhstan, other state bodies, public associations (non-governmental organizations), commercial organizations and political parties, employees can attend as observers at a meeting of the competitive commission authorized body.

To attend the meeting of the tender commission as an observer, the person is registered in the personnel management service (personnel service) no later than one business day before the start of the interview. For registration, a person submits to the personnel management service (personnel service) a copy of an identity document, originals or copies of documents confirming membership in organizations.

As agreed by the head of the relevant state body, experts are invited to a meeting of the tender commission. The experts are persons who are not employees of the state body that announced the competition, who have experience in areas relevant to the functional areas of the vacant position, including in the scientific field, as well as personnel selection and promotion specialists, government employees of other government bodies, deputies Parliament of the Republic of Kazakhstan and maslikhats.

Candidates participating in the general competition and admitted to the interview shall pass it in the state bodies that have announced the competition, within three working days from the day the candidates are notified of their admission to the interview.

The deadline for the receipt of documents (7 business days), which is calculated from the next working day after the last publication of the announcement of the general competition.

Documents required for participation in the competition: 1) a statement in the form, in accordance with Appendix 2 to the Rules for holding competitions for the occupation of the administrative public position of Building “B”; 2) the track record of the candidate for the administrative public office of Corps B with a color photo of 3×4 in shape, in accordance with Appendix 3 to the Rules for holding tenders for the administrative public office of Corps B; 3) copies of documents on education and their annexes, notarized; Copies of educational documents received by citizens of the Republic of Kazakhstan in foreign educational organizations are accompanied by copies of certificates of recognition or nostrification of these educational documents issued by an authorized body in the field of education, with the exception of educational documents issued by foreign higher educational institutions, scientific centers and laboratories to citizens of the Republic of Kazakhstan – holders of the Bolashak international scholarship, as well as those subject to the international treaty (with declaration) of mutual recognition and equivalence. Copies of educational documents issued to holders of the Bolashak international scholarship are accompanied by a copy of a certificate of completion of training under the Bolashak international scholarship of the President of the Republic of Kazakhstan issued by the Center for International Programs. Copies of certificates of education falling within the scope of an international treaty (agreement) on mutual recognition and equivalence shall be accompanied by copies of certificates of recognition of these documents of education issued by an authorized body in the field of education; 4) a copy of a document confirming labor activity, notarized or certified by the personnel service from the place of work; 5) a medical certificate of health status (medical professional advisory opinion) in the form of No. 086-u, according to the forms of primary medical documentation of healthcare organizations, approved by order of the acting Minister of Health of the Republic of Kazakhstan dated November 23, 2010 No. 907 (registered in the Register of State Registration of Normative Legal Acts No. 6697), issued no more than six months before the day of submission of documents (or a notarized copy); 6) a copy of an identity document of a citizen of the Republic of Kazakhstan; 7) a certificate of testing for knowledge of the legislation with results not lower than threshold values valid at the time of filing the documents (hereinafter – the certificate) (or a notarized copy of the certificate); 8) a conclusion on the assessment of personal qualities in the authorized body, valid at the time of submission of documents for participation in the competition (or a notarized copy of the conclusion); 9) a certificate from a neuropsychiatric organization in the form according to the standard of the public service “Issuing a certificate from a neuropsychiatric organization” approved by order of the Minister of Health and Social Development of the Republic of Kazakhstan dated April 27, 2015 No. 272 (registered in the Register of State Registration of Normative Legal Acts No. 11304) issued no more than one year before the day of submission of documents (or a notarized copy); 10) a certificate from a narcological organization in the form according to the standard of the public service “Issuing a certificate from a narcological organization”, approved by order of the Minister of Health and Social Development of the Republic of Kazakhstan dated April 27, 2015 No. 272 (registered in the Register of State Registration of Normative Legal Acts No. 11304) issued no more than one year before the day of submission of documents (or a notarized copy).
