Academy graduates

The Law Enforcement Academy begins a series of publications devoted to its graduates.

The first who answered our questions was one of the most active representatives of our postgraduates – Almas Muratovich Amirov.

He showed himself as a responsible, competent and in-demand employee even before entering the Academy.

It is gratifying that Almas Muratovich’s career rapidly went uphill after the completion of training.

➢ Tell us why the career of “Prosecutor’s office”? How do you determine for yourself the motives for which at one time made such a career choice?

I dreamed of becoming a lawyer and Prosecutor since childhood. Already in the 9th class I decided that I would go to law. My decisions were influenced by the fact that my grandfather and father are lawyers.

My grandfather – Amirov Aitym in 17 years, though not for long, but worked in the Prosecutor’s office. After studying at the University, he chose a party job, which he gave almost all his life.

My father — Murat Amirov since 1985 had worked for 15 years in the Prosecutor’s office of Akmola region, Almaty and the Prosecutor General’s office.

As a child, looking at them, I wanted to be as respected, meaningful, serious, so I decided to become a lawyer and a Prosecutor.

Of course, at that time it seemed to me that every Prosecutor is respected and feared as soon as he wears a uniform.

In 2008, I was sent to internship from the University in one of the district Prosecutor’s offices of the capital. There I realized that the authority must be earned, earn daily and hard work. After all really respect only those prosecutors who prove every day by professionalism, knowledge and efforts that high trust — to be the Prosecutor is not simple.

In the course of this practice, it so happened that out of hopeless treatment, I identified a serious crime hidden from the record, identified the perpetrators and contributed to their detention. Of course, I was directed by the current employee, but still most of the work I did myself.

At that moment I felt what the phrase “justice” meant, the victim was grateful that his rights were protected, the district Prosecutor sent a letter of thanks to my University.

This practice has further strengthened my desire to work in the Prosecutor’s office, to benefit society and the state.

So, I am since December, 2008 in system.

➢ When did you decide that you need to get a master’s degree, why did you choose the Academy? What did you know about it?

In early 2014, I was sent to public speaking courses, which were also attended by many employees of the Institute of the Prosecutor General’s office named after Eskarayev.

During the breaks of the courses, I consulted with them about continuing studies and obtaining a master’s degree.

At the same time, I heard about the establishment of the Law Enforcement Academy under the Prosecutor General’s office.

Since at that time I had already decided on the need to continue my studies, I thought that it would be super to enter this Academy after it opens.

This idea is deeply stuck in my head and a year later, when the Academy opened and announced the beginning of recruitment, I immediately decided to enroll. I did.

➢ How satisfied are you with your education at the Academy?

When I entered the University, I understood perfectly well that the Academy is a young educational institution that has just started its way, scientific work and the formation of the teaching staff.

So I looked at things in reality and did not expect anything supernatural.

Nevertheless, I am pleased with the knowledge gained.

But we must understand that the modern education system is built in such a way that no matter what the educational institution, even with the greatest history and capabilities, without the desire of the student it is impossible to teach it in excess of the established program.

Personally, I had a great desire to gain new knowledge and not to waste time learning in vain. I spent a lot of time in the library.

Also, together with my supervisor and a fellow student, we have been developing a scientific and practical guide to the participation of prosecutors in the proceedings on administrative offenses for 3-4 months.

In the future, we went through all the procedures of approval, review and as a result our work was recognized as an object of intellectual property.

In 2018, after the completion of the master’s degree, the Academy asked me to provide an opportunity to use this manual in the learning process. Of course I agreed with great pleasure.

I am glad that the Academy has made a huge leap forward and now the conditions in which I had to deal with and the entire first set is even difficult to imagine.

➢ What do Academy postgraduates need to pay attention when choosing a dissertation topic?

In my opinion, this is a purely personal question. Law is immense and multifaceted. Any topic with the proper approach is interesting.

But I would advise to avoid those that have already been studied “up and down” because it is very difficult to achieve scientific novelty there.

For example, the my dissertation theme was new and no one had raised it in the country before. It is devoted to the problems of implementation of the principle of “zero tolerance” in the Republic of Kazakhstan.

After completing my studies at the scientific conference organized by the Academy, I was very pleased to hear that some non-governmental organizations actively use my master’s thesis in their work.

This suggests that my work is not useless.

➢ How does your professional life go after completing your master’s degree? What projects are you currently working on?

After completing my studies at the Academy, my career is going well. Almost immediately after graduating and returning to work, I was promoted and appointed to a senior position.

This can be called the fulfillment of my childhood dream, because I became the head of the Department, which 19 years ago was headed by my father.

In 2019, I received another promotion and was appointed senior assistant attorney General – head of the group for supervision of the application of juvenile law.

This is a very interesting and difficult direction. Minors make up almost a third of the total population of Kazakhstan.

Therefore, every day there are many questions and problems associated with them.

➢ How did your life outlook change after graduation from the Academy?

I will not say that my views on life have changed completely.

The attitude to scientific and teaching activities has changed. If I did not see myself there at all before entering the Academy, then after completing my studies I would like to do just that one day.

Already now periodically at the invitation of the Academy I give lectures for staff undergoing training, and get pleasure from it.

➢ Were there memorable episodes in University life that significantly changed your worldview?

During the study there were many memorable moments.

First of all – it is training at the courses of the Presidential reserve, where I got thanks to the victory in the contest “Choosing the Academy – choose the future”.

The essence of the competition was to write a script image video about studying at the Academy.

The video, by the way, was shot for our release, turned out to be quite interesting and, as I know, is still used by the Academy in image events.

The second is my work as the Chairman of the Council of magistracy and doctoral students.

I raised the issue of non-payment of additional payments for class ranks and as a result in 14 months achieved its positive decision. To do this, I had to apply several times officially, to get an appointment with the Rector, to write a letter to the Prosecutor General’s office.

A number of other issues were raised and resolved. This assignment of the next class ranks during training, cancellation of the round-the-clock watch of students, etc.

As Chairman of the Council of magistracy and doctoral students, I was the organizer and participant of many events of the Academy, including the number of which magistracy students and several employees of the Academy won the competition of the Prosecutor General’s office by May 7, 2016.

➢ Which of the teachers and staff of the Academy do you remember now?

In principle, I still have a good relationship with all the faculty who worked during the period of my studies.

I have the fondest memories about my scientific head Zhanar Seitaeva Sekezhanovna and Isaeva Svetlana Nurkanovna, which was a practical “second mother” of our course.

I believe that these are real professionals and teachers with a capital letter, which may be of interest to students, even in an unsettled audience, who give their heart and soul to the learning process and their work.

➢ Plans for the future. What do you want to achieve?

Work, work and work again.

In a few years I plan to continue my studies and enter the doctoral program.

In the future, I do not exclude the possibility that I will be engaged in teaching or research activities.

➢ What would you wish to magistracy and doctoral students of the Academy, the staff?

I wish not to waste time learning in vain. This is a unique opportunity to work on yourself, on your self-development and future. Need to more to read and evolve in this period.
