International Scientific and Practical Conference «Law and Order – the Basis of Stability and Progress»

On December 4–5, 2025, the international scientific and practical conference «Law and Order – the Basis of Stability and Progress» was held, organized by the General Prosecutor’s Office of the Republic of Kazakhstan and the Academy of Law Enforcement Agencies under the General Prosecutor’s Office.

Opening the plenary session, Prosecutor General Berik Asylov emphasized that the ideology of «Law and Order» has become a central guideline of state policy. He stressed that strengthening the rule of law is possible only through coordinated work of government bodies, the creation of a unified preventive system, and the personal responsibility of leaders for achieving key indicators. He highlighted the importance of introducing modern digital solutions and a project-based approach, which improve the quality of preventive activities and ensure their measurability.

Continuing the theme of systemic and scientific approaches, Rector of the Academy Nurgalym Abdirov presented measures to form a unified scientific and expert space in the field of law. He reported on the development of three key methodological documents by the Academy: an international review of best practices in prevention, an algorithm for implementing pilot projects, and a methodology for criminological diagnostics, which together provide the foundation for standardized and scientifically grounded work.

The Rector also outlined directions for further development of the «Law and Order» ideology, formed as a result of discussions during the conference. Among them:

  • Standardization and scaling of successful regional projects (“Adal bala”, “Қауіпсіз Тараз”, “Sim box”, “Carbon”, “Color Route”), enabling replication of effective prevention models nationwide;
  • Establishment of coordination and interdepartmental structures to improve scientific and educational activities, harmonizing the work of departmental universities and initiative centers;
  • Introduction of KPI systems in evaluating the activities of government bodies in prevention, with emphasis on tangible results and public trust;
  • Expansion of digital solutions and scientific research, including the use of the «Zertteushi» portal, analytics, AI models, and forecasting tools;
  • Professional development of all prevention actors, creation of a unified educational space, and transition to flexible modular training programs;
  • Strengthening mechanisms of public participation and feedback, fostering the involvement of citizens, NGOs, and the expert community in building a safe social environment.

During the conference, participants exchanged experiences on digital legal education for schoolchildren, measures to counter cybercrime, issues of creating a safe urban environment, and approaches to training new-format specialists for the law enforcement system.

The conference concluded with the adoption of recommendations aimed at further developing the «Law and Order» ideology, improving the scientific and analytical base, and strengthening citizens’ trust in law enforcement institutions.
