On September 17, 2025, a seminar on “Integrated Approaches to Combating Domestic Violence: Capacity Building in Risk Assessment, Offender Management, and Victim Support” was held at the Academy.
The event was organized under the Enhanced Partnership and Cooperation Agreement between the European Union and the Republic of Kazakhstan (EPCA), and with the assistance of the Ministry of Internal Affairs of the Republic of Kazakhstan.
The seminar brought together representatives from law enforcement agencies, the academic community, and international experts. Welcoming remarks and presentations were given by representatives from the European Union Delegation, Nicola Franceschetti, Irina Urumova, and Dariusz Sielicki, as well as A. Serikbayeva and A. Milyuk from the Ministry of Internal Affairs of the Republic of Kazakhstan, and the director of the Institute, S. Saparaliyeva, from the Academy.
Participants discussed risk assessment, offender management, victim support, and inter-agency cooperation. The outcome was the agreement on a set of comprehensive measures that combine victim protection and offender accountability.
Special attention was paid to gender-sensitive approaches, accounting for psychological consequences, and international standards.
The seminar was part of a joint EU-Kazakhstan program aimed at strengthening institutions, expanding access to justice, and creating a safe society.
