International Congress of Lawyers in Astana On May 22–23, 2025, Astana hosted the International Congress of Lawyers on the theme “Law, Justice, and Fairness in the Modern World,” organized by the Academy of Law Enforcement Agencies under the General Prosecutor’s Office of the Republic of Kazakhstan. The event was timed to coincide with Kazakhstan’s chairmanship of the Turkic Network for Judicial and Legal Training and the 10th anniversary of the Academy.
The congress was held with the support and active participation of international partners, including the United Nations Office on Drugs and Crime, the OSCE, the International Organization for Migration, the US Embassy in Kazakhstan, and the Astana City Administration.
The event was opened by Prosecutor General Berik Asylov, who noted that the theme of the congress was in line with the ideas of President Kassym-Jomart Tokayev on promoting the concept of “Law and Order,” aimed at ensuring justice and strict observance of the law in all spheres of society.
Leaders of the judicial and law enforcement agencies participating in the congress delivered welcoming speeches. They highly appreciated the Academy’s contribution to the training of qualified specialists and the development of international legal cooperation.
Chairman of the Supreme Judicial Council Dmitry Malakhov emphasized the importance of the independence of the judiciary as the basis for public trust in the courts: “In the face of global challenges, only a morally stable and independent judge is capable of ensuring justice.”
Chairman of the Anti-Corruption Agency Askhat Zhumagali noted the fundamental importance of basic legal values: “Law, justice, and fairness are the pillars of society, especially in a period of global change. Promoting the ideology of law and order plays a key role in shaping citizens’ awareness of the law and strengthening trust in state bodies.”
Zhanat Elimanov emphasized the need to train specialists with digital skills: “New personnel are needed to combat cyber fraud and financial crimes. The Academy is already training such professionals.”
The plenary session and panel discussions were moderated by the heads of delegations from Azerbaijan, Kyrgyzstan, Turkey, Uzbekistan, and Kazakhstan, which underscored the high level of international representation and ensured a meaningful dialogue between professional communities.
An award ceremony for the Academy’s foreign partners was held as part of the Congress. Representatives of international organizations and scientific institutions were presented with letters of appreciation from the Prosecutor General and commemorative anniversary medals. A memorandum of cooperation was also signed between the Academy and the International Kazakh-Turkish University named after Khoja Ahmet Yasawi, aimed at developing joint educational initiatives. Following the event, practical recommendations were developed aimed at improving the effectiveness of law enforcement activities, developing the scientific and educational process, and strengthening interdepartmental cooperation.
The Congress confirmed the importance of international professional dialogue and the role of the Academy as an authoritative platform for legal cooperation.
