Academic dialogue in the name of legal development: Kazakhstan and Turkey join forces

On May 21, 2025, a meeting was held in Astana between representatives of the Academy of Law Enforcement Agencies under the General Prosecutor’s Office of the Republic of Kazakhstan and the Turkish Academy of Justice.

The Kazakh side was represented at the meeting by Marat Seksembaev, Rector of the Academy of Law Enforcement Agencies. The Turkish delegation was led by Bekir Altun, President of the Turkish Academy of Justice. The Turkish delegation also included Zafer Koç, Chief Prosecutor of the Anatolia Court in Istanbul, and Abdullah Murat, Head of one of the Academy’s departments.

During the meeting, key areas of the Academy’s activities were discussed, including: initial professional training, advanced training courses, postgraduate education, scientific research, and international cooperation.

Particular attention was paid to the Academy’s status as:

— A regional hub for countering global threats – terrorism, extremism, financial crime, corruption, drug trafficking, and human trafficking;

— The CIS base organization for the advanced training of personnel engaged in financial investigations and prosecutorial oversight.

The Turkish side expressed its appreciation for the high level of organization and training, and noted the importance of cooperation with the Law Enforcement Academy as an important regional partner.

The parties expressed their readiness to further develop academic exchanges, joint scientific and educational initiatives, and to study Turkey’s best practices in combating cybercrime and financial crimes. In this context, the activities of institutions such as the National Cyber Threat Response Center (USOM) and the Financial Crimes Investigation Board (MASAK) are of particular interest.

At the end of the meeting, the parties confirmed their intention to strengthen cooperation in the spirit of professional partnership, trust, and sustainable development.
