Countering domestic violence: EU best practices and the Kazakhstani context

The Academy of Law Enforcement Agencies hosted a training seminar on combating domestic violence, organized jointly with the Administrative Police Committee of the Ministry of Internal Affairs of the Republic of Kazakhstan and the European Union Delegation to Kazakhstan.

The event was held as part of the course “Problems of Domestic Violence Prevention” and was part of the implementation of the Enhanced Partnership Agreement between the EU and Kazakhstan.

The discussion was attended by representatives of law enforcement agencies, lawyers, academics, international experts, and employees of relevant organizations. The focus was on strengthening victim protection, the effective application of restraining orders, and the development of interagency cooperation.

The EU Delegation’s Program Manager, Nicola Franceschetti, gave a welcoming speech, emphasizing the importance of international partnership in the field of human rights protection.Reports were presented by Serikbaeva A.A., Head of the Department for Combating Domestic Violence of the Ministry of Internal Affairs of the Republic of Kazakhstan, and Saparaliev S.M., Director of the Institute of Postgraduate Education of the Academy, who noted the need to combine the efforts of all interested parties.

Particular attention was paid to the practical part of the seminar. Professor Kulmukhanbetova B.A. of the Academy of Management of the Ministry of Internal Affairs of the Republic of Kazakhstan conducted an interactive session with an analysis of real cases and emergency response algorithms. The legal and procedural aspects of the application of court orders, liability for their violation, and the role of law enforcement agencies in ensuring the safety of victims were discussed. Participants were presented with effective practices from EU countries that are focused on the needs of victims.

EU project experts Irina Urumova and Dariusz Selicki shared an overview of European experience in combating domestic violence.

Following the workshop, participants noted the need to strengthen legal guarantees, ensure the reliable enforcement of court orders, and comply with international human rights standards.
