Announcement of an internal competition for a vacant administrative government position in Corps B

The Academy of Law Enforcement Agencies under the General Prosecutor’s Office of the Republic of Kazakhstan (hereinafter referred to as the Academy, information telephone: 8702-977-49-36, e-mail: 7340804@prokuror.gov.kz) announces an internal competition for a vacant administrative state position in the “B” corps.

General qualification requirements:

The following requirements are established for administrative state positions of category C-4:

postgraduate or higher education;

possession of the following competencies: stress resistance, initiative, responsibility, customer focus and customer information, integrity, self-development, efficiency, cooperation and interaction, activity management;

work experience must meet one of the following requirements:

1) at least two years of work experience;

2) at least two years of work experience, including in law enforcement or special state bodies at the central or regional level, or at least at the operational-tactical level of the military command of the Armed Forces or military educational institutions;

3) at least two years of work experience in areas corresponding to the functional areas of a specific position in this category.

  1. Chief Expert of the Group for the Protection of State Secrets and Ensuring the Secrecy Regime of the Academy, category C-4, 1 unit.

Functional responsibilities: Ensures the secrecy regime when carrying out all types of secret work; participates in work and activities related to the study and analysis of the Academy’s activities in the field of countering foreign technical intelligence means; prepares materials for meetings of the permanent commission on the protection of state secrets; develops a nomenclature of positions, a nomenclature of secret files, and action plans on specific issues; participates in the preparation of reports on the work done and statistical data characterizing the maintenance of secrecy; issues authorizations for access to state secrets; receives, registers, records, issues, monitors the execution and storage of secret, mobilization and administrative documents; packs and sends outgoing secret documents; organizes completed documents into nomenclature files and special verification files for access; provides methodological and practical assistance to the Academy’s structural divisions in conducting restricted correspondence marked “DSP”; organizes and carries out work on declassification and changing the classification of archival documents; processes classified nomenclature files and transfers them to the National Archives for storage; performs a range of tasks related to the travel of Academy staff and employees outside the country; participates in ensuring access control and internal security, protection of the organization and its secure premises, territories, and storage facilities for secret documents and products; monitors compliance by the security service with the requirements regarding secrecy; performs other functions within its competence.

Educational requirements:

Postgraduate or higher education:

— Pedagogical sciences (Kazakh language and literature in schools with non-Kazakh language of instruction and/or Russian language and literature in schools with non-Russian language of instruction and/or education (Russian language and literature) and/or education (Kazakh language and literature) and/or two foreign languages (Education));

— Arts and humanities (philology);

— Social sciences, journalism, and information (political science and/or psychology and/or library science and/or cultural studies and/or sociology and/or regional studies and/or archival science, document science, and documentation support and/or international relations);

— Business, management, and law (jurisprudence and/or state and local government and/or international law);

— Information and communication technologies (computer science and/or information systems)

Persons who have expressed their desire to participate in the internal competition shall submit documents to the state body that announced the competition in electronic form via the integrated information system “E-қызмет” or the e-government portal “E-gov” or to the e-mail address specified in the announcement within the deadline for accepting documents.

The deadline for accepting documents (3 working days) is calculated from the next working day after the announcement of the internal competition is published on the website of the authorized body.

The following documents must be submitted to participate in the internal competition:

1) an application in the form specified in Appendix 2 to the Rules for Conducting Competitions for Administrative State Positions in Corps “B” (Order of the Chairman of the Agency of the Republic of Kazakhstan for Civil Service and Anti-Corruption Affairs No. 40 dated February 21, 2017);

2) a civil servant’s record of service in the form approved by Order of the Chairman of the Agency of the Republic of Kazakhstan for Civil Service Affairs No. 158 dated September 10, 2021 (registered in the Register of State Registration of Regulatory Legal Acts under No. 24350), certified by the relevant personnel management service no earlier than thirty calendar days before the date of submission of documents.

Candidates may submit documents confirming the candidate’s work experience in areas relevant to the functional areas of the advertised position.

Submission of an incomplete set of documents, or inaccurate information, or documents that do not meet the requirements is grounds for refusal to consider them by the personnel management service (human resources service) or the person responsible for performing the duties of the personnel management service (human resources service).

Citizens may provide additional information regarding their education, work experience, professional level, and reputation (copies of documents on professional development, academic degrees and titles, character references, recommendations, scientific publications, and other information characterizing their professional activities and qualifications).
