New approaches to the civil service system: presentation of research at the ADGS

The Agency of the Republic of Kazakhstan for Civil Service Affairs (ADGS) hosted a presentation of the results of an interdepartmental scientific study by the Academy of Law Enforcement Agencies on restrictions on entry into and retention in civil service.

The event was attended by employees of the relevant departments of the ASCA, including specialists in the selection and training of civil servants, monitoring of compliance with legislation, and legal support. During the discussion, particular attention was paid to the introduction of the institution of impeccable reputation, the digitization of the selection stages, and the revision of existing restrictions on entry and retention in the civil service.

Experts noted that modern challenges require a review of approaches to the formation of the civil service corps. Transparency and objectivity in selection, minimization of bureaucratic barriers, and digitization of processes can increase the attractiveness of civil service for qualified personnel. The discussion also touched upon issues of compliance with ethical standards and measures to ensure equal opportunities for candidates.

The study was highly praised for its in-depth analysis of the theoretical and practical aspects of the topic. Following the discussion, an agreement was reached on further cooperation between the ADGS and the research team. In the future, there are plans to work together on legislative proposals and the implementation of practical solutions aimed at improving the civil service system.
