Scientists of the Academy have started conducting scientific research on the problems of prevention of torture

Scientists of the Academy of Law Enforcement Agencies, commissioned by the Prosecutor General’s Office, have begun a scientific study on combating torture.

The purpose of the scientific work is to identify the main causes of torture and to form an effective system of early detection of employees prone to illegal methods of work.

This approach is being used for the first time. The scientific research carried out earlier was mostly aimed at finding solutions to counteract torture exclusively within the framework of criminal prosecution (strengthening responsibility, changing the investigation process, etc.).

This practice does not give tangible results. The number of facts of ill-treatment in places of detention does not decrease. The tragic events of January showed the real scale of the problem.

Experts agree that it is impossible to radically change the situation by criminal legal measures alone. The reasons for the ill-treatment lie primarily in personnel and organizational issues.

In this regard, the Academy will study and analyze the problems of selection and placement of personnel for positions with high risks of torture. It is also planned to study the impact of departmental reporting and corporate culture on the deformation of employee behavior.

The Academy is open to constructive dialogue. We invite interested parties to cooperate within the framework of the ongoing research.
