INTRODUCTION 

This document presents the Development Strategy of the Academy of Law Enforcement Agencies under the Prosecutor General’s Office of the Republic of Kazakhstan (hereinafter referred to as the Strategy, the Academy, the Prosecutor General’s Office) for 2024-2028, including an analysis of the current state of the Academy, its mission, vision, strategic directions, goals and objectives, as well as development indicators and mechanisms for its implementation.

Currently, the Development Strategy of the Academy of Law Enforcement Agencies under the Prosecutor General’s Office of the Republic of Kazakhstan for 2019-2023, created for the period of the Academy’s formation, has been fulfilled in its basic parameters.

The main reason for creating the Strategy for a new long-term period is the need to preserve and increase the experience of the formation and development of the Academy, professional continuity in the face of inevitable changes associated with the transformations taking place in the country and the law enforcement system.

This strategic document defines the activities of the Academy to build an effective educational process, achieve scientific leadership in the field of law enforcement, develop human resources and strengthen partnerships. It outlines key areas and measures to achieve the Academy’s mission for the next five years. The strategy is the basis for developing the Academy’s program documents and legal acts.

 

ANALYSIS OF THE CURRENT SITUATION 

Nowadays, ensuring the safety of society is becoming increasingly complex and diverse. Therefore, the issue of improving the professional skills of law enforcement officers comes to the forefront.

As the Head of State noted during a meeting with the heads of law enforcement agencies on November 15, 2023 – “… law enforcement officers and the judiciary have a huge responsibility for establishing justice and order in society.”

 

High-quality training of employees and continuous professional development are key tools for the effective performance of their duties and assigned tasks, as well as a guarantee of readiness to confront new challenges of the modern world.

Today, the Academy makes a certain contribution to the formation of a worthy personnel of law enforcement agencies of the Republic of Kazakhstan and scientific support in the law enforcement sphere.

The Academy was established by the Decree of the President of the Republic of Kazakhstan dated May 4, 2015 No. 15 and is a special higher educational institution with a special status, which gives it the right to independently determine the content of educational programs and the organization of scientific and educational activities.

The Academy includes specialized institutes that successfully fulfill its main tasks:

improving the professional level of law enforcement officers, including those in the Presidential Reserve of law enforcement officers;

initial professional training of persons entering law enforcement service for the first time;

coordination and implementation of interdepartmental scientific research in the field of law enforcement;

implementation of postgraduate education programs.

An internal system for monitoring and assessing the quality of educational activities at the Academy has been created and is functioning.

Establishing strategic partnerships with leading international universities, high-quality selection and formation of personnel, editorial and publishing work, as well as material and technical equipment are provided by specialized departments.

The Academy’s staff is formed from experienced teaching and research workers who have academic titles and degrees, as well as professional potential for high-quality implementation of assigned tasks and extensive experience in territorial and central offices of law enforcement agencies.

70% of employees have experience working in regional law enforcement agencies, and 20% in central law enforcement agencies (the share of the prosecutor’s office), which implies that they have such competencies as analytical thinking, forecasting, independence, organizational, coordinating, etc.

To ensure the practical orientation of the scientific and educational process, the teaching and research staff of the Academy constantly study the activities of law enforcement agencies and their current problems.

The Academy employs 4 doctors of science, 24 candidates of science, 8 PhDs and 60 masters.

In order to improve the level and quality of teaching, the legislator supported the initiative of the Academy and from 2023, employees with academic degrees, extensive experience in the law enforcement field, and high professional abilities may be recruited to the teaching staff on the basis of an employment contract (clause 5-1 of Article 29 of the Law of the Republic of Kazakhstan “On Law Enforcement Service”). Since the establishment of the Academy, a specialized regulatory legal framework has been developed and is constantly being improved, collegial and consultative-advisory bodies of the Academy’s management have been created and are successfully functioning: the Academic, Educational and Methodological, Scientific and Methodological, Dissertation Councils, the Council of Master’s and Doctoral Students, and the Council of Young Scientists.

The Academy, as the central link in the system of departmental education of the country’s law enforcement agencies, is equipped with modern educational and scientific resources.

All conditions for in-depth study of legal sciences, as well as for obtaining practical skills, have been created here. Much attention is paid to international cooperation and exchange of experience with leading global educational institutions.

The Academy is recognized internationally and already has over 40 partners with whom close cooperation has been established on educational issues.

The educational process of the Academy is based on the principle of dividing students and listeners into categories and has three areas: initial professional training for individuals entering the service in law enforcement agencies, advanced training courses for current employees and those in the Presidential Reserve for senior management, as well as postgraduate education (Master’s and Doctoral programs).

Since 2020, the Institute of Initial Professional Training or a new model for selecting personnel for the prosecutor’s office, the anti-corruption service (hereinafter referred to as the ACS) and the economic investigation service (hereinafter referred to as the EIS) has been operating.

The training is based on the principle of 30% theory and 70% practice. The educational content is formed on the basis of materials from supervisory activities, criminal cases and procedural documents. A number of interactive classes are used in the form of case tasks and simulation trainings.

There is a Training and Practical Center with training grounds as close to reality as possible for developing investigative and operational work skills for conducting an inspection of the scene of a crime, search, seizure, recording traces of a crime, and seizing material evidence.

Students consolidate their acquired knowledge and skills during an internship in law enforcement agencies, based on the results of which they submit reports to the Academy.

Subsequently, persons who successfully pass the exam are required to be employed in law enforcement agencies and receive a special rank. The training has already been completed and is being worked on by 956 students (the prosecutor’s office – 663, ACS – 96, EIS – 197) and 389 are studying (299, 50, 40).

The next area is advanced training for law enforcement officers, including candidates for mid-level management positions, as well as those in the Presidential Reserve (candidates for the positions of heads of territorial law enforcement and special agencies, deputy heads of central agencies, etc.).

The topics of the courses are formed based on proposals from law enforcement agencies and an analysis of their activities. Differentiation of students by job categories, length of service and area of work is used.

The emphasis is on studying problematic issues of law enforcement practice and developing solutions (the facilitation method is used). Experienced judges, investigators, employees of the central offices of the prosecutor’s office and other law enforcement agencies, as well as legal scholars are invited to the courses as lecturers. In addition to full-time training, courses are also held online through the Academy’s distance learning system on the departmental information portal, as well as through video conferencing programs.

The courses also include training in the use of information systems, crisis management, anti-corruption policy, management skills, and public speaking.

Since 2015, more than 12,000 law enforcement officers have been trained and advanced trained at the Academy, including 4,000 in a distance learning format.

Advanced training for employees in the Presidential Reserve is the exclusive prerogative of the Academy.

The objective of the Presidential Reserve is to prepare effective leaders of a new formation who are capable of thinking outside the box and predicting, making decisions quickly, and adapting quickly to changing working conditions. Therefore, training at the Academy is aimed at developing and improving soft skills, including strategic and systemic thinking, operational and high-quality analysis of the situation, effective planning of activities and team management (HR management) in normal and non-standard situations, as well as communication skills, such as working with the media.

Modern interactive forms and methods of teaching are used for this purpose. 90% of classes are held in the form of trainings, master classes by the best domestic and foreign experts, including the first heads of state bodies with extensive experience in the law enforcement system.

Since 2016, 122 employees of law enforcement and special agencies have completed the Presidential Reserve courses at the Academy, 29 of whom have been appointed to higher positions.

Another very important area of the Academy’s activity is international training, implemented as part of the training of specialists ensuring regional security from transnational threats.

Since 2016, with the support of the UN Office on Drugs and Crime, the Academy has been the Regional Hub for Countering Global Threats in the Central Asian region. The main areas of the Hub are issues of combating cybercrime, human trafficking, financial crimes and corruption, drug and arms trafficking, terrorism and extremism.

This is an international scientific and educational platform for law enforcement and special agencies, forensic experts and lawyers. The Hub is actively supported by leading foreign countries and international organizations (UN, OSCE, EU).

Separately, it is worth noting the simulation training methodology in the work of the Hub. Today, the Academy already has 7 original training scenarios on combating human trafficking and money laundering from drug crimes, where real actors are used in the exercises to reproduce real situations.

The training includes all stages of investigative and operational actions such as detention, inspection of the scene, conducting a search at the place of residence of the suspect, search and seizure, detection and securing of evidence, interrogation of the detainee, etc.

The training format is based on an interdisciplinary approach that brings together practitioners from various fields of activity.

In total, since 2016, 205 training events have been held with the participation of 6,582 law enforcement officers from the CIS countries and the Central Asian region. More than 400 domestic and foreign trainers (USA, Russia, Great Britain, Germany, Ukraine, Belarus, Georgia, China, Bulgaria, Kyrgyzstan, Uzbekistan) are involved in the training.

In order to improve the professional competencies of law enforcement officers in the field of combating cybercrime, a training center for the investigation of cybercrimes has begun its work at the Academy.

It is equipped with the necessary equipment and software, sufficient at the initial stage to conduct classes. The main topics of the courses are related to digital evidence and cryptocurrencies.

Since 2018, the Academy has been the basic organization of the CIS for advanced training of financial investigation officers, and since 2020, prosecutorial and investigative workers.

Within the framework of these statuses, 10 international training events have already been held with the participation of 337 law enforcement officers and judges, including 168 foreign ones (Russia, Ukraine, Belarus, Uzbekistan, Kyrgyzstan, Tajikistan and Armenia).

The Academy makes a significant contribution to the development of Kazakhstan’s legal science.

It is entrusted with the unique function of coordinating and conducting interdepartmental scientific research in the law enforcement sphere.

Since 2016, the Scientific and Methodological Council has been operating, which includes deputies of the Senate and Mäjilis of the Parliament of the Republic of Kazakhstan, heads of law enforcement agencies, and leading legal scholars.

Members of the Scientific and Methodological Council review applications from law enforcement agencies to conduct interdepartmental scientific research and select the most relevant topics.

Over the past 8 years, the council has approved 50 relevant topics in various areas of law enforcement.

The main executor for them is the Interdepartmental Research Institute of the Academy (hereinafter referred to as the IRI).

In total, the IRI has conducted 145 studies, some of which were commissioned by the Parliament, the Presidential Administration and the Security Council of the Republic of Kazakhstan.

Each study ends with the publication of scientific, scientific and methodological works aimed at solving current problems of the law enforcement system. The employees of the MRI have published 80 monographs, scientific and practical manuals and methodological recommendations.

 

The scientific works of the Academy’s scientists are highly valued at the international level, namely, 8 monographs won prizes in international competitions in which more than 150 universities participated.

Since 2023, the practice of conducting interstate studies has begun.

For example, by order of the Coordinating Council of Prosecutors General of the CIS Member States, a scientific study is being conducted on the use of artificial intelligence in the activities of the CIS prosecutor’s offices. The research team includes scientists and practitioners from 11 countries.

In order to promote research results and increase the recognition of the Academy as a leading scientific and educational center, the works are posted in the public domain in a specially created repository.

As part of digitalization and the implementation of the coordinating function in the field of interdepartmental scientific research, a special information system “Zertteushi” was created by order of the IRI.

This is a unique digital product that accumulates and systematizes all information about the scientific works of scientists from specialized universities in Kazakhstan.

This approach allows optimizing research activities by eliminating duplication and more ergonomic distribution of forces and resources.

Along with the works, publications are carried out on each study, including scientific ones. To promote the results of the work carried out, the IRI employees prepared 427 publications, including 347 scientific articles. Of these, 25 are in international high-ranking journals Scopus, 117 in journals recommended by the Committee on the Study of the Scientific and Technical Coordination of Entrepreneurs, the Russian Science Citation Index, and 205 in conference proceedings.

The results of scientific research by the IRI are regularly tested at various, including international, scientific events, and are implemented in educational, practical, and normative activities (more than 35 acts of implementation, author’s certificates).

For example, based on the results of the interdepartmental scientific study “Issues of Strengthening the Protection of the Rights of Entrepreneurs and Their Legitimate Interests” (2019), amendments were made to Article 365 of the Criminal Code of the Republic of Kazakhstan “Obstruction of Lawful Entrepreneurial Activity” at the initiative of the IRI.

The country’s legislators also supported the proposals of the IRI’s team of authors and made amendments to the Law of the Republic of Kazakhstan “On Law Enforcement Service” in terms of undergoing a polygraph examination.

The order of the Head of State on distinguishing corruption offenses from management errors was fulfilled. The methodological recommendations developed by the IRI are widely used in the work of the Anti-Corruption Service.

Along with this, in order to provide methodological assistance to law enforcement officers, recommendations on the following issues were sent to the regions: combating raiding, preventing torture, investigating mass riots, returning assets and many others.

Since 2017, the Academy has been hosting the international scientific and practical discussion platform “Seitov Readings”, where international conferences and round tables are held on a regular basis.

More than 50 events have been held with the participation of leading scientists and practitioners from Kazakhstan and foreign countries. Based on the results, collections of scientific and practical materials are published, with the assignment of ISSN (a total of 20 collections have been published).

Scientists of the Moscow Research Institute participate in the development of legal acts as part of various working groups of central government bodies, prepare scientific and legal positions on current issues of law enforcement, including requests from the Constitutional Court of the Republic of Kazakhstan.

The demand for scientists of the Academy in scientific and practical circles is evidenced by their participation in the National Scientific Council of the Ministry of Science and Higher Education of the Republic of Kazakhstan (hereinafter referred to as the MSHE), the Independent Expert Commission, dissertation councils of leading universities of Kazakhstan, as experts and national trainers at various venues.

A promising area in the framework of replenishing the Academy’s budget is participation in grant funding. In order to implement this function, in 2022 the Academy received accreditation from the MSHE as a subject of scientific, scientific and technical activities.

The next important area of the Academy is postgraduate education. The Academy trains personnel in the master’s and doctoral programs on the basis of a state license issued by the MSHE in the areas of 7M042 – “Law”, 8D042 – “Law” and 7M123 – “Public Safety”, 8D123 – “Public Safety”.

In 2019, the Academy passed independent institutional accreditation in terms of the quality of the education provided for a period of 5 years.

In addition, in 2023, the State Attestation Commission of the MSHE recognized the training programs for postgraduate education of the Academy as compliant with the requirements of the State Compulsory Standard of Postgraduate Education and it was certified for 5 years.

Currently, 105 master’s students and 35 doctoral students from the prosecutor’s office, the Ministry of Internal Affairs and Emergency Situations, the ASC and the EIS are studying at the Academy.

During their studies, students are provided with a scholarship in the amount of 70% of their last salary, and after completing their studies, they are appointed to a position no lower than their previous position.

 

In total, since 2015, 393 law enforcement officers have completed their studies at the Academy, including 341 in master’s programs and 52 in doctoral programs (Jurisprudence and Law Enforcement).

Master’s and doctoral students of the Academy are involved in research work and win prizes at international events.

For example, the article by the doctoral student of the Academy Sadykov M.B. was among the three best articles at the 12th International Legal Conference: “Thinking about the Future: Achievements in Law”, held by Universiti Utara Malaysia (Malaysia).

In May 2023, 3 master’s students of the Academy became prize winners of the International Olympiad on Financial Security, held in the city of Sochi, Russian Federation. The teaching staff of postgraduate education has published more than 270 scientific articles over 5 years, including 45 in journals recommended by the Science and Higher Education Quality Assurance Committee, about 40 in international journals. More than 60 scientific papers have been published (textbooks, monographs, teaching aids, commentaries, conference proceedings), 30 copyright certificates and 8 patents have been received.

The topics of master’s and doctoral dissertations are formed taking into account current practical requests and proposals from law enforcement agencies.

Given its special status, the Dissertation Council of the Academy has the right to independently award a degree and issue diplomas of Doctor of Philosophy PhD or Doctor of Law in the profile. Since 2019, 9 doctoral dissertations have been defended.

In the field of international cooperation, the Academy has established close interaction with domestic and foreign universities and organizations. This is evidenced by 33 concluded memorandums of cooperation and more than 300 scientific and educational events with the involvement of foreign experts. Joint plans, mutual internships and study visits are being implemented, an exchange of experience in organizing the educational process, applying teaching methods and improving the qualifications of scientific and pedagogical personnel has been established.

The Academy’s staff took part in events held in Austria, Belgium, Hungary, Germany, Indonesia, Spain, Italy, China, Lithuania, Moldova, Norway, Slovakia, the USA, Thailand, Turkey, France and the CIS countries.

The organization of such events, as well as participation in them, is supported by partners and experts from the UNODC, OSCE, EU, Central Asian Regional Information Coordination Centre (CARICC), Turkish Cooperation and Coordination Agency (TIKA), Friedrich Ebbert-Karl Adenauer Foundation, German Foundation for International Legal Cooperation (IRZ), German Society for International Cooperation (GIZ), Central Asia Rule of Law Program (CA TAEC), International Training and Methodology Centre for Financial Monitoring (ITMCFM).

In 2021, the Academy received the status of chairman of the Network for Countering Violent Extremism in Central Asia.

One of the Academy’s brands is the scientific journal “Kukyk Korgau Organdary Akademiyasynyn Zharshysy” (hereinafter referred to as the Bulletin), which in April 2019 was included in the List of scientific publications recommended by the MSHE for publishing the main results of scientific activity, which confirmed its high scientific component.

Also, in 2020, the Bulletin was included in the information systems of the Russian Science Citation Index (RSCI), the Kazakhstan Citation Database (KazCD).

For the period from 2016 to 2023, 30 issues of the Bulletin were published, in which 388 scientific articles by both domestic and foreign authors (Germany, Russia, Ukraine, Belarus, Uzbekistan, Spain, Moldova, Norway, USA) were published.

The pages of the Journal cover issues of prosecutorial activities, the implementation of pilot projects and the exchange of experience. The readership consists of law enforcement officers and civil servants, which makes it possible to disseminate targeted information to a wide range of people. The magazine is one of the effective platforms for promoting the image policy of the prosecutor’s office.

To date, the Academy has published more than 160 scientific works by Academy employees (textbooks, teaching aids, dictionaries, monographs, albums of diagrams, scientific and practical publications, methodological recommendations, etc.), which were discussed at meetings of the Academic and Educational and Methodological Councils.

The library fund of the Academy consists of more than 43 thousand units of book products.

As the Head of State announced in his speech at the expanded meeting of the Government of the Republic of Kazakhstan on February 7, 2024 – “Our success in all other areas depends on how quickly and effectively we develop new digital technologies.”

In this direction, the Academy has implemented a number of important projects in the field of digitalization of the scientific and educational process.

The educational portal “E-Academy” has been created, automating the management of the educational process and providing online interaction between the teacher and the student. The portal is integrated with the distance learning system, thanks to which employees can improve their qualifications without interrupting their work, at a time convenient for them. As part of the exchange of scientific achievements, the interdepartmental scientific information system “Zertteushi”, an electronic library and repository have been created, which provide open access to electronic catalogs, the works of our scientists and library resources.

In order to conduct online surveys, in June 2020, a Questionnaire System was introduced, which has a wide functionality for creating questionnaires of varying complexity: it supports many types of questions, access to the survey can be open or limited. Survey results are generated in tabular and graphical form.

In order to ensure transparency of the entrance examinations, random generation programs have been developed: Randomizer (December 2020) and R-Selection (July 2021) for random generation of examination tickets and compositions of examination committees (specialist); Exams (August 2022) for random generation of examination tickets and case problems (master’s and doctoral programs).

A “Virtual Tour of the Academy” and a “Virtual Open Day” have been developed.

In order to provide up-to-date information on admission to the Academy (specialist, master’s and doctoral programs), a Telegram bot for the Admissions Committee was developed in August 2021.

The bot allows you to quickly receive answers to frequently asked questions about the procedure for admission to the Academy, thereby relieving the admissions committee from additional consultations.

An online store platform has been created and is functioning, where you can buy books and services provided by the Academy.

To simplify the communication of authors with the editorial board of the journal “Bulletin of the Academy”, an online system for submitting and reviewing articles is in effect. The processes of sending an article to the editor, receiving reviews and feedback have been digitalized. All stages of article review (checking for compliance with requirements, reviewing, editorial board feedback, editor-in-chief’s decision, need for revision, etc.) are reflected in the author’s personal account.

The psychological testing platform allows you to reduce the time for organizing and conducting psychological testing, automate the analysis of results, and completely abandon the use of paper.

Result indicator No. 1: the proportion of faculty of the 1st Institute effectively conducting classes in the “inverted classroom” format and possessing skills and methods of interactive teaching.

Result indicator No. 2: the proportion of learning topics implemented by the Faculty of the 1st Institute in the “inverted classroom” format.

Task 1.2. Improving the status and role of the institute of initial vocational training.

Result indicator: modernization of admission procedures, training and expansion of the initial training contingent.

Task 1.3. Development of the Academy’s potential as a Regional Hub for countering global threats.

GOAL No. 3 FURTHER DEVELOPMENT OF HUMAN RESOURCES AND THE MATERIAL AND TECHNICAL POTENTIAL OF THE ACADEMY

Task 3.1. Improving the professionalism of the Academy’s staff.

Result indicator No. 1: the proportion of persons with academic degrees and (or) titles from the total number of teaching staff and SC.

Result indicator No. 2: the proportion of teaching staff and SC who have completed mandatory vocational training and retraining.

Result indicator No. 3: the proportion of staff teaching in the State and Russian languages (bilingualism) of the total number of teaching staff.

Result indicator No. 4: the number of events in which a staff member of the Teaching Staff and the National Assembly participated as an invited expert specialist, national coach and speaker.

Task 3.2. Training of our own national trainers (experts), including international class.

Result indicator No. 1: the number of international-class coaches involved in the implementation of the Academy’s tasks.

Result indicator No. 2: the share of teaching staff who have passed international certifications from their total number.

Result indicator No. 3: the proportion of employees who have been trained as national trainers and (or) have expert skills from the total number of teaching staff and SC.

Task 3.3. Expanding the use of modern IT technologies in the activities of the Academy, including the use of artificial intelligence.

Result indicator No. 1: the share of digitalization of the scientific and educational process of the Academy from the total planned volume.

Result indicator No. 2: implementation of the Learning Management System LMS  at the Academy.

Task 3.4. Resource support of the scientific and educational process of the Academy.

Result indicator No. 1: the share of budget funds implemented within the framework of the development of the scientific and educational infrastructure of the Academy.

Result indicator No. 2: commissioning of the 350-seat Academy dormitory with an attached auditorium and a conference room.

 

MECHANISM FOR IMPLEMENTING THE STRATEGY 

The mechanism for implementing the Strategy involves:

– organizing working meetings, monitoring the implementation of the Strategy, developing an Action Plan and monitoring its implementation;

– regularly updating and replenishing strategic information through official statistics and based on the results of monitoring;

– preparing presentation publications on the implementation of the Strategy with their mandatory posting on the Academy’s website;

– reviewing the results of the implementation of the Strategy and the Action Plan at a meeting of the Academic Council.

 

CONCLUSION 

The Strategy is the foundation for continuing the transformation of the Academy in accordance with modern requirements and global trends. The implementation of the Strategy involves a comprehensive approach to improving all aspects of the Academy’s activities, including educational programs, research work, international cooperation and corporate culture. Based on the SWOT analysis, the Academy plans to mobilize its strengths and open up new opportunities to achieve its strategic goals. At the same time, measures will be taken to minimize the impact of weaknesses and neutralize external threats. All this will require coordinated efforts of all departments and each employee of the Academy.

 

EXPECTED RESULTS 

By 2028, the following key results are expected to be achieved:

Strengthening the Academy’s position as a leader in the field of education for law enforcement agencies, both in Kazakhstan and in the CIS countries;

Preparation of highly professional personnel for a new formation of law enforcement agencies;

Creation of a strong corporate culture with an emphasis on continuous learning and ethical standards;

Implementation of innovative technologies and teaching methods, including the use of artificial intelligence and distance learning platforms;

Expansion of research activities and an increase in the number of publications in leading international scientific journals;

Expansion of international cooperation and academic mobility with leading educational and scientific centers of the world;

Formation of an active and involved community of alumni, contributing to the development of a professional network and support for students and learners;

High level of professional competence of the Academy’s employees;

Increase in the number of its own international-level trainers;

These results will serve as a guarantee that the Academy will not only maintain, but also strengthen its position as a central link in the system of training personnel for law enforcement agencies of the Republic of Kazakhstan.
