SEITENOV KALIOLLA KABAYEVICH
First Vice-Rector of the Academy of Law Enforcement Agencies under the Prosecutor General’s Office of the Republic of Kazakhstan
Kaliolla Kabayevich was born on November 27, 1967 in the Akmola region.
He graduated from the Higher Investigative School of the Ministry of Internal Affairs of the Russian Federation (Volgograd Law Institute of the Ministry of Internal Affairs of the Russian Federation).
In different years, he worked in the forensic unit of the Department of Internal Affairs of the Akmola region, the Investigative Department of the Ministry of Internal Affairs of the Republic of Kazakhstan.
From 2001 to 2019, he was engaged in scientific and pedagogical activities. He was the dean, vice-rector, head of research projects and advanced training on forensic examination of KazGUU.
Since July 2019, he has held the position of professor of the Department of General Legal Disciplines of the Institute of Postgraduate Education of the Academy of Law Enforcement Agencies under the Prosecutor General’s Office.
Since March 2021 – the first vice-rector of the Academy of Law Enforcement Agencies under the Prosecutor General’s Office of the Republic of Kazakhstan.
Doctor of Law, Professor.
The class rank is a senior counselor of justice.
Author of more than 150 scientific papers, including textbooks, teaching aids, methodological recommendations and scientific articles.
He is one of the authoritative experts in the field of criminal procedure, criminalistics and forensic examination, operational and investigative activities.

Career:
He began his professional career at the Kommunar Collective Farm in the Kachir District of the Pavlodar Region.
From 1997 to 2022, he worked within the court system and in the enforcement of court orders in the Pavlodar Region.
From 2002 to 2013, he served in the prosecution service of the Pavlodar Region in various roles, including managerial positions.
From 2013 to 2017, he served as head of the relevant departments within the central office of the Committee on Legal Statistics and Special Records of the General Prosecutor’s Office of the Republic of Kazakhstan.
From 2017 to 2018, he headed the Astana branch of the Committee on Legal Statistics and Special Records of the General Prosecutor’s Office of the Republic of Kazakhstan.
In 2018, he was appointed Deputy Chair, and in 2024, First Deputy Chair of the Committee on Legal Statistics and Special Records of the General Prosecutor’s Office of the Republic of Kazakhstan.
On 8 June 2026, by order of the General Prosecutor of the Republic of Kazakhstan, he was appointed Vice-Rector of the Academy of Law Enforcement Agencies of the General Prosecutor’s Office of the Republic of Kazakhstan.
