SEKSEMBAYEV MARAT ISLAMKHANOVICH
Rector of the Academy of Law Enforcement Agencies under the Prosecutor General’s Office of the Republic of Kazakhstan
Marat Seksembayev was born on February 4, 1979 in Arkalyk, Kostanay region.
Graduated from Karaganda State University named after E.A. Buketov with a degree in law.
In 2000, he began his career in the Prosecutor’s office of the Karaganda region.
He has consistently held senior positions in the Prosecutor General’s Office, the Committee on Legal Statistics and Special Accounts.
He headed the Department of Analytics and Strategic Planning, the Registration Service and Legal Assistance Committee of the Ministry of Justice.
He headed the Department for the Disclosure of Corruption Cases and the Staff of the Financial Police Agency.
He was Deputy Head of the Department of Law Enforcement System of the Administration of the President of the Republic of Kazakhstan.
In 2016, he was appointed Head of the Public Interest Protection Service of the Prosecutor General’s Office.
From 2017 to 2021 he worked as a prosecutor of the Karaganda region.
From 2021 to 2022 — Head of the Office of the Prosecutor General of the Republic of Kazakhstan.
He has departmental and anniversary awards.
He is married and has four children.
SEITENOV KALIOLLA KABAYEVICH
First Vice-Rector of the Academy of Law Enforcement Agencies under the Prosecutor General’s Office of the Republic of Kazakhstan
Kaliolla Kabayevich was born on November 27, 1967 in the Akmola region.
He graduated from the Higher Investigative School of the Ministry of Internal Affairs of the Russian Federation (Volgograd Law Institute of the Ministry of Internal Affairs of the Russian Federation).
In different years, he worked in the forensic unit of the Department of Internal Affairs of the Akmola region, the Investigative Department of the Ministry of Internal Affairs of the Republic of Kazakhstan.
From 2001 to 2019, he was engaged in scientific and pedagogical activities. He was the dean, vice-rector, head of research projects and advanced training on forensic examination of KazGUU.
Since July 2019, he has held the position of professor of the Department of General Legal Disciplines of the Institute of Postgraduate Education of the Academy of Law Enforcement Agencies under the Prosecutor General’s Office.
Since March 2021 – the first vice-rector of the Academy of Law Enforcement Agencies under the Prosecutor General’s Office of the Republic of Kazakhstan.
Doctor of Law, Professor.
Author of more than 150 scientific papers, including textbooks, teaching aids, methodological recommendations and scientific articles.
He is one of the authoritative experts in the field of criminal procedure, criminalistics and forensic examination, operational and investigative activities.
ESHIMOV MARALBEK AKYLBEKOVICH
Vice-Rector of the Law Enforcement Academy under the Prosecutor General’s Office of the Republic of Kazakhstan
He was born on November 10, 1973 in the Zhaksy district of Akmola region.
He graduated from Kostanay State University named after A. Baitursynov, specialty jurisprudence (1994-1998).
Passed military service in the Armed Forces of the Republic of Kazakhstan (1991-1993)
He began his labor activity as an electrician of the security department at the Zhaksy district police department of the Akmola region (1990-1991, 1993-1994).
After completing his studies, he entered the service in the prosecutor’s office of the Kostanay region, where he worked in various positions from 1998 to 2005.
In 2005-2012, he served in the Prosecutor General’s Office, where he consistently held positions from the prosecutor of the department to the head of the Organizational and Analytical Department of the Department of Personnel Work.
From October 2012 to September 2018 – Head of the Regional Transport Directorate of the Committee on Legal Statistics and Special Accounts of the Prosecutor General’s Office of the Republic of Kazakhstan.
From September 2018 to March 2019 – Head of the Office of the Committee on Legal Statistics and Special Records of the Prosecutor General’s Office of the Republic of Kazakhstan for Astana city.
Since March 2019 – Vice-Rector of the Law Enforcement Academy.
The class rank is a senior counselor of justice.
Has a number of departmental and jubilee awards.
Married. Has 3 children.
SHUSHIKOVA GULNAR KARBAEVNA
Vice-Rector – Director of the Interdepartmental Research Institute of the Law Enforcement Academy under the Prosecutor General’s Office of the Republic of Kazakhstan
Gulnar Karbaevna was born on January 11, 1978 in the village of Ainabulak, Zhanaarkinsky district, Karaganda region.
She graduated from Karaganda State University named after E.A. Buketov in the specialty of jurisprudence, magistracy in the JSC «Financial Academy» in the specialty of economics and business.
She began her career in 1999 as a court secretary at the Karaganda regional court.
From February 2000 to January 2001, she worked as an assistant prosecutor of the city of Karaganda, Oktyabrsky district, Kazybek bi district of the city of Karaganda.
From July 2001 to April 2008, a prosecutor of the office, a senior prosecutor of the Department for Supervision of the Legality of Judicial Decisions and Enforcement Proceedings in Administrative and Civil Cases of the Prosecutor’s Office of the Karaganda region, then the Prosecutor’s Office of Astana.
From April 2008 to May 2009, a prosecutor, a senior prosecutor of the Department of Personnel Work and Internal Security of the State Prosecutor’s Office of the Republic of Kazakhstan.
From May 2009 to June 2013, a senior assistant to the Prosecutor General of the Republic of Kazakhstan of the Organizational and Inspection Department of the Office of the Prosecutor General of the Republic of Kazakhstan.
From June 2013 to September 2015, Head of the Organizational and Control Department of the Office of the State Prosecutor of the Republic of Kazakhstan.
From September 2015 to November 2018, a senior assistant to the Prosecutor General of the Republic of Kazakhstan on special assignments, Deputy Head, Head of the Personnel Department of the Prosecutor General’s Office of the Republic of Kazakhstan.
Since November 2018, Vice-Rector, Vice-Rector – Director of the Interdepartmental Research Institute of the Law Enforcement Academy of the Republic of Kazakhstan.
Gulnar Karbaevna is a member of the Scientific and Methodological Council of the Law Enforcement Academy of the Republic of Kazakhstan, the Academic Council of the Law Enforcement Academy of the Republic of Kazakhstan, the Admission Interdepartmental Commission of the Law Enforcement Academy under the Prosecutor General’s Office of the Republic of Kazakhstan.
During 2016-2017, she led the project of the Prosecutor General’s Office of the Republic of Kazakhstan «The best personnel to the Prosecutor’s Office» within the framework of which a large amount of research work was carried out with the study of leading foreign experience (Georgia, USA, Germany, Portugal, etc.) and pilot testing. Some of its elements have been implemented into the process of initial professional training of personnel for law enforcement of Kazakhstan. The project was awarded the 3rd place in the special nomination «Prosecutor’s Office. SMART management» of the international competition «Project Olympus» (2017, Moscow).
She is the author of a series of publications on the personnel policy of law enforcement of Kazakhstan and foreign countries, business protection, countering raiding, improving criminal legislation. More than 20 scientific papers have been prepared under the guidance of Gulnar Karbaevna.
She has two governmental awards and a number of departmental awards. By the Decrees of the President of the Republic of Kazakhstan, she was awarded the order «Kurmet», the medal «Minsiz kyzmet ushin». Honorary employee of the Prosecutor’s Office, class rank – Senior Counselor of Justice.
