Main directions

The Academy of Law Enforcement Agencies under the Prosecutor General’s Office of the Republic of Kazakhstan (hereinafter referred to as the Academy) was established by Decree of the President of the Republic of Kazakhstan No. 15 on May 4, 2015 and is an educational organization with a special status. This gives the right to independently determine the content of educational programs and the organization of educational activities.

To date, the Academy has passed the period of formation, significant work has been done.

Licenses were obtained for the right to carry out educational activities in the programs of postgraduate education (master’s and doctoral studies) in the specialties “Law Enforcement” and “Jurisprudence”.

In order to ensure the effectiveness of the activity, consultative and advisory, collegial management bodies (Academic, Educational and Methodological, Dissertation, Scientific and Methodological Councils) have been established.

In 2017, the Academy was accredited by the Ministry of Education and Science as a subject of scientific and technical activity, in 2018, an independent institutional accreditation in terms of the quality of education provided.

Also in 2018, it received the status of the basic organization of the CIS member states for advanced training and retraining of personnel for tax (financial) investigation bodies.

The staff of the Academy is formed by experienced teachers, more than a third of them have academic titles and degrees.

In addition, the academic potential is strengthened by practitioners with extensive experience in central and regional law enforcement agencies.

The Academy has 4 main tasks::

THE FIRST. Improving the professional level of law enforcement officers.

The topics of the advanced training courses are determined taking into account the needs of law enforcement agencies.

Since 2015, more than 8,000 law enforcement officers have been trained and retrained at the Academy. Since 2019, the distance learning process has been started. About 800 employees of the Prosecutor’s Office have been trained using this system.

Advanced training courses are held by both newly enrolled employees and experienced representatives of the law enforcement unit.

For example, for future managers, professional development courses are organized for persons who are members of the Presidential Personnel Reserve.

Since 2016, 94 managers from the Prosecutor’s Office, the internal affairs bodies, the anti-corruption service and the Economic Investigation Service have taken the “Presidential courses”, 23 of whom have been appointed to higher positions.

THE SECOND ONE. Coordination and conduct of interdepartmental research in the field of law enforcement.

In terms of scientific activities, the Academy today acts as a coordinator of the unified research policy of law enforcement agencies, conducting fundamental and applied interdepartmental scientific research.

In order to ensure the effectiveness of scientific research, a Scientific and Methodological Council was formed. It consists of representatives of all law enforcement agencies, members of Parliament and prominent public figures. The Council annually determines promising areas for interdepartmental scientific research based on the received proposals of law enforcement agencies on topical issues of law enforcement practice.

To date, the Academy has conducted more than 20 scientific studies. The results of scientific research are discussed on wide information platforms, implemented in practical activities and the educational process, and used in rule-making.

Also, 30 rapid analyses were conducted on topical issues in various areas of law enforcement practice.

THIRD. Implementation of postgraduate education programs.

Over the past five years, 176 law enforcement officers have completed training at the Academy in the specialties “Jurisprudence” and “Law Enforcement” (153-in master’s programs, 23-in doctoral programs).

The topics of master’s and doctoral theses are formed taking into account the current requests of practice and proposals of law enforcement agencies. In addition, there is a high social orientation of scientific works.

Thus, on the basis of research of doctoral students, together with the Ministry of Education and Science and “Nazarbayev University”, work is being carried out on such projects as “Analytical program for pre-trial investigation”, “Prevention of pedophilia”. Within the framework of the School of Social Projects program, an important social study “Child safety in the home” was conducted. Its main goal is to study the behavior of children who are at home in the absence of their parents, to help adults prepare children for potentially dangerous situations.

Together with the Committee for the Protection of Children’s Rights, based on the results of two social experiments, videos and memos on the prevention of child abduction were prepared and published for the population.

Fourth, starting in 2020, the Academy is assigned the function of initial professional training of persons entering the service of law enforcement agencies for the first time.

This is a prerequisite for the recruitment of young specialists for the Prosecutor’s office, the anti-corruption service and the Economic Investigation service.

The purpose of the training is to help a novice specialist to fill in and improve the basic knowledge that everyone needs at the initial stage of their career, to undergo professional adaptation, and to gain important practical skills for effective work.

During the year, students will undergo in-depth practice-oriented training at the Academy and industry-specific training in the relevant law enforcement agencies.

The final stage is passing the state exam. Successful completion of the training guarantees candidates an appointment to the service.

In the field of international cooperation, the Academy has established close cooperation with the diplomatic missions of Israel, Germany, the United States, Turkey, France and a number of other countries in Kazakhstan. Together with them, over a short period of the Academy’s activity, more than a hundred international events were organized and held in Kazakhstan and abroad. Over the past three years alone, 250 law enforcement officers have participated in various scientific, educational and foreign events. Our employees have participated in events held in Austria, Hungary, Germany, Italy, China, France, the United States and Japan. In cooperation with the Academy and leading Russian universities, more than 20 of our employees annually improve their skills and exchange experience in the Russian Federation.

A high level of cooperation has been achieved with leading scientific and educational institutions in Russia, Uzbekistan, Ukraine and other countries, with which mutual exchange of students and experts is carried out. To date, 17 memorandums of cooperation with foreign institutions have been signed.

We should also mention such important partners as the UNODC, the OSCE, the EU, the Central Asian Regional Information Coordination Center( CARICC), the Turkish Agency for Cooperation and Coordination (TICA), the German Foundations named after F.Ebbert, K. Adenauer and IRZ, together with which about 30 international events are held annually with the participation of well-known scientists and experts.

The Academy is actively implementing IT technologies. To date, a number of important projects have been implemented aimed at the development of digital services in scientific and educational activities.

In particular, the educational portal “E-Academy” allows you to automate the management of the educational process and provides online feedback to students. A distance learning system is integrated with the portal. Thanks to this, employees can improve their skills on the job, at a convenient time for them.

A good tool for investigative and prosecutorial work was the virtual program “Pre-trial investigation”, which helps students master the skills of examining the scene of an accident. There is also a virtual forensic laboratory developed by our employees.

As part of the exchange of scientific achievements, an interdepartmental scientific information system, an electronic library and a repository have been created, so that there is open access to the scientific achievements of the Academy, electronic catalogs, works of our scientists and library resources.

 

Publishing is an important vector of the university’s activity. The Academy has its own periodicals. In recent years, magazines have changed qualitatively – the concept has improved, the editorial board has been updated.

The scientific journal “Kukyk korgau organdary akademiyasynyn Zharshysy” in 2019 was included in the List of publications recommended for publishing the results of scientific activity, as well as in 2020 – in the Kazakhstan Citation Database (KazBC) and the Russian Science Citation Index (RSCI).

Today, the journal is an innovative platform for discussing topical issues of the legal system, the formation of new legislative initiatives and novelties. The results of fundamental and applied scientific research in the field of law enforcement, law and science conducted by employees of the Academy and law enforcement agencies and other scientific institutions are published on its pages. The qualified opinions of professionals serve as an important source of scientific information. That is why publications find a lively response not only from specialists, but also from the wide legal community.

The magazine “Zan zhane Zaman”, is also published under the auspices of the Academy. On its pages, scientists and practitioners conduct a professional dialogue on a wide range of issues related to the activities of law enforcement agencies, the development of legal science and practice.

In addition to periodicals, the university staff is working on the preparation and publication of scientific papers in various relevant areas (monographs, manuals, methodological recommendations, textbooks, comments on laws, etc.).
