The prosecutor’s and legal community of the country celebrate the 90th anniversary of the veteran of the prosecutor’s office, doctor of law, professor, state counsellor of justice of the 3rd class Kalausi Adilkhanovich Begaliev.
At the initiative of the Academy of Law Enforcement Agencies in Astana, an international scientific and practical conference “Actual issues of ensuring public security and countering crime” was held dedicated to this significant event.
The forum was attended by deputies of the Parliament, representatives of state and law enforcement agencies, international and non-governmental organizations.
Deputy Prosecutor General Andrei Lukin noted the merits of one of the most prominent jurists of Kazakhstan, his contribution to strengthening law and order and to the development of legal science.
Also, the Chairman of the Central Election Commission Berik Imashev, the deputy of the Mazhilis of the Parliament, the Ombudsman for Children in the Republic of Kazakhstan Zagipa Baliyeva and the chairman of the Council of Veterans of the Prosecutor’s Office Gulzhan Karakulova addressed an audience.
Kalausha Begaliev is one of the most important figures in the history of the Kazakh prosecutor’s office. A talented leader, a professional with a multifaceted talent, a true prosecutor and a great scientist. He devoted more than thirty years to the service in the supervisory bodies, twenty of which held the high post of Deputy Prosecutor General.
As a great scientist, Kalausha Begaliev made a significant contribution to the development of legal education and legal science. He did fundamental works devoted to topical issues of the development of modern law. He took an active part in the development of the criminal procedure legislation of the country.
The veteran prosecutor became a wise mentor, gave a reliable start in life for many generations of lawyers. The friends and colleagues, well-known public figures, shared their memories of their mentor and teacher in a special warm and heartfelt way.
The working agenda of the conference is devoted to topical issues of ensuring public security and combating crime. The scientific research of the Academy of Law Enforcement Agencies has been submitted for general discussion.
Active discussions were held within the framework of discussion of problems of preventing juvenile crime, forming “zero tolerance” for offenses. Another important issues were countering terrorism and extremism, corruption and embezzlement.
The conference will continue its work in Almaty city at the Kazakh National University named after Al-Farabi.
The opening of the memorial plaque for Begaliev Kalausha Adilkhanovich, the demonstration of a biographical film, the presentation of the book “Onegelі omir” and a post stamp will be held during the event.
