The interdepartmental research Institute of the Law Enforcement Academy together with the West Kazakhstan regional Prosecutor’s office completed a study of crime prevention problems in the region. The analysis was conducted with the participation of criminologists, mathematicians, analysts and practitioners.
The data revealed interesting criminological trends and problems of crime prevention over the past eight years.
Thus, the level of crime in the region by common types has decreased. However, the proportion of offenses against property continues to be the highest – about 80 %, of which theft and petty theft account for 63.8 %.
Since the criminalization of petty theft, their registration has increased by 9 times. As a rule, the majority of petty thefts are committed in points of trade-only according to the statements of the entrepreneur E. 52 criminal offenses have been registered over the past 2 years.
In some cases, the amount of damage is negligible. But such facts are not isolated, are systemic. The growth of offenses in this category of practitioners associated, first of all, with the lack of criminal legislation differentiation in the amount of damage between the criminal offense and the insignificance of the act.
The absolute majority of all pre-trial proceedings on petty theft stopped due to the reconciliation of the parties, which is a positive trend and reduces the burden on the investigative and judicial authorities.
At the same time, prosecutors with the assistance of scientists revealed the facts of systematic exemption from criminal liability of the same persons at the pre-trial stage and in court. The situation is aggravated by the involvement in the practice of “reconciliation” of persons on probation control.
Also the fact of illegal bringing to criminal responsibility of the person for allegedly committed theft while the person was in a pre-trial detention center is revealed. The Prosecutor’s office launched a pre-trial investigation against the operative of the Department of internal Affairs of Uralsk.
In addition, the study of the practice of execution of sentences allowed to establish the facts of non-stop on probation control of persons sentenced to restriction of freedom and subsequently committed criminal offenses.
The results of the study were presented at a meeting of the coordination Council of the West Kazakhstan region to ensure law and order and fight crime.
The participants of the meeting noted the high level of the study, its practical significance, expressed wishes about the need to continue such activities.
