An interdepartmental research institute of the Law Enforcement Academy, together with the prosecutor’s office of the Akmola region, completed a study on the prevention of killing. The analysis was conducted with the participation of criminologists, mathematicians, analysts and practitioners.
The data obtained allowed to reveal the criminological relationships and tendencies of homicide. Among them are the problems of the prevention of alcoholism, on the basis of which every second murder has been committed.
So, despite the general decrease in crimes of this category, the Akmola region, according to the results of last year, took eighth place in the Republic with the value of 51 murders.
The number of killings depends not only on the extent of violence in the region, but also on the size of its population. Therefore, the crime rate per 100 thousand people showed a more objective picture. In the whole country over the past six years, there has been a steady decrease in the homicide rate by almost half (from 10 to 5.2). In the Akmola region, this indicator also decreased – from 10.7 to 6.9. At the end of last year, the region was in fourth place in terms of homicide rates, which is higher than the national average.
In the 1st half of the current year, there is also a decrease in the number of murders committed, while the whole country recorded an increase from 447 to 529. At the same time, Akmola oblast takes 7th place (3.4 murders per 100 thousand people), while the average republican the value is 2.9.
It is estimated that half of the killings are committed on weekends at night as a result of alcohol abuse. This indicates a weak preventive work to eliminate the causes and conditions conducive to the commission of violent crimes, the failure to take measures for compulsory treatment for alcoholism and the resocialization of former convicts.
Along with this, deficiencies in the conduct by the internal affairs bodies of the initial investigative actions and the quality of the investigation were revealed.
The results of the study were presented at a meeting of the Coordination Council of the Akmola region to ensure law, order and the fight against crime.
The meeting participants noted the high level of the study, its practical significance, outlined specific measures to reduce the number of murders in the region.
