A seminar “Effective investigation and documentation of torture and ill-treatment in accordance with the Istanbul Protocol” was held in Petropavlovsk. The seminar was organized by the Law Enforcement Academy together with the Prosecutor’s office of North Kazakhstan region with the support of the F. Ebert Fund in Kazakhstan.
The main aim of the event is to improve the work of prosecutors, forensic experts, lawyers and representatives of human rights organizations in the field of investigation and documentation of torture.
Prosecutor of North Kazakhstan region Bagban Taimbetov noted the importance of training activities in the context of improving the efficiency of the investigation of criminal cases of this category, strengthening the protection of citizens’ constitutional rights.
As noted by the participants of the training, Kazakhstan has taken serious steps to implement international standards in human rights field, their consolidation in national legislation. Having acceded to the Convention against torture, the Republic has undertaken to take effective measures to prevent the use of torture and other unlawful methods of investigation. However, the problem does not lose its acuteness.
In order to prevent the use of torture and other inhuman treatment of human beings, it is necessary to resolve a number of topical issues, the most important of which is the effective detection and investigation of criminal cases of torture.
In the course of the workshop was devoted to the documentation of torture, improvements are important and urgent procedures when revealing such facts.
In order to acquire the necessary skills to detect cases of ill-treatment, students studied the qualification of torture in accordance with international law, as well as the practice of torture in accordance with the Istanbul Protocol. We got acquainted with the methods of appointment and conduct of forensic medical examinations and forensic psychological examinations. We analyzed the consequences of torture and its impact on the psychological health of the victims.
The trainers were well-known national experts.
