On July 3 and 4, 2026, successful defenses of doctoral theses were held at the Academy of Law Enforcement Agencies under the Prosecutor General’s Office of the Republic of Kazakhstan by doctoral candidates Urazalin Baurzhan Turekhanovich, Ashirbekov Marat Erkenovich and Kayyrbekova Gulnara Faizullayevna.
The holding of the defenses coincided with the beginning of a new stage in the development of the state’s constitutional and legal system after the entry into force of legislative amendments on July 1, 2026, which highlights the particular importance of scientific research aimed at strengthening the principles of the rule of law, improving the efficiency of public administration, and ensuring the protection of citizens’ rights and freedoms.
Scientists, representatives of the Judicial Administration, the Ministry of Internal Affairs, the Institute of Legislation and Legal Information of the Republic of Kazakhstan, as well as other scientific and educational organizations, participated in the scientific event, its support, and review, ensuring a high level of expert assessment of the presented research, indicating its relevance for further legal development.
The dissertation research presented for defense covers important areas of development in legal science and the law enforcement system: technical and forensic support for the detention of convicts in institutions with minimal security, countering unauthorized land seizures and illegal sales, as well as improving the system of countering the activities of financial and investment pyramid schemes.
The topics of the defended theses are of particular importance in the context of the implementation of the Concept for promoting the ideology of law and order in society, which is focused on strengthening the rule of law, increasing public trust in state institutions, ensuring justice and the inevitability of responsibility, as well as developing a modern legal culture. Such research serves as an important tool for scientific support of state reforms and the development of practical solutions for the law enforcement system.
The practical orientation of these theses is particularly significant. The scientific results are aimed not only at developing theoretical provisions, but also at solving specific tasks facing law enforcement and other state bodies, which contributes to the actual application of scientific results in the practice of public administration, the prevention of offenses, the protection of citizens’ rights, and the strengthening of the rule of law.
