Training on Gender-Oriented Personnel Policy for Prosecutorial Staff

A two-day training session titled «Gender-Oriented Personnel Policy in the Prosecutorial Bodies of Kazakhstan» was held at the Academy of Law Enforcement Agencies. The event was organized in cooperation with the OSCE Programme Office in Astana and the Personnel Department of the General Prosecutor’s Office, bringing together representatives of HR departments from all territorial and equivalent prosecutor’s offices.

The opening ceremony was attended by Maralbek Yeshimov, Vice-Rector of the Academy; Yuri Fenopetov, Deputy Head of the OSCE Programme Office in Astana; and Ernur Uali, Head of the Personnel Department of the General Prosecutor’s Office.

The training program covered a wide range of relevant topics, including international and national standards on gender equality, tools for gender-oriented personnel management, development of female leadership, and the creation of a comprehensive strategy to ensure gender equality within prosecutorial bodies.

Special attention was given to the practical aspects of implementing gender policies tailored to the specific context of Kazakhstan’s prosecution system.

Speakers and trainers included leading Kazakhstani and international experts, among them representatives of the General Prosecutor’s Office, the Academy of Law Enforcement Agencies, and the OSCE Programme Office in Astana.

As noted by Vice-Rector Maralbek Yeshimov during the opening ceremony, for prosecutorial bodies that safeguard legality and public order, the integration of gender-sensitive approaches into personnel policy is not merely a response to international trends—it is a pressing necessity. It is a direct path to enhancing the effectiveness of our work, strengthening public trust, and building a truly lawful state.

Participants emphasized the high practical value of the information received and expressed their readiness to apply the new knowledge in their daily work to help build a more just and inclusive system.

It is worth noting that this event marked the second specialized training for HR services: in 2024, a program was held for HR units of central law enforcement, special, and judicial bodies. In 2025, the format was expanded, underscoring the strategic importance of fair and gender-balanced personnel policy in advancing the effectiveness of the «Law and Order» Concept.
