National Dialogue on Combating Human Trafficking Held in Astana

On July 30, 2025, a national dialogue on combating human trafficking was held in Astana, coinciding with the International Day against Human Trafficking.

Marat Seksembayev, Rector of the Academy of Law Enforcement Agencies under the Prosecutor General’s Office of the Republic of Kazakhstan, opened the meeting. He emphasized the importance of a systemic and inter-agency approach to solving this problem.

Welcoming remarks were also delivered by Serhan Aktoprak, Head of Mission for the International Organization for Migration (IOM) in Kazakhstan, and Tastemir Abishev, Deputy Chairman of the Human Rights Commission under the President of the Republic of Kazakhstan.

The main part of the dialogue focused on the results of a study conducted in 2020 and the interim outcomes of implementing recommendations for identifying human trafficking victims and investigating related crimes. Specific attention was given to practical achievements from 2020 to 2025.

Presentations were given by Aliya Belonosova, IOM National Program Officer; Zhanar Seitaeva, Head of a Department at the Academy; IOM international experts Vitaliy Kasko and Hanna Antonova; and Anna Ryl, Head of the “Korgau” Crisis Center.

Participants highlighted the need for further improving inter-agency cooperation, protecting victims’ rights, and strengthening the capacity of law enforcement agencies.

The dialogue concluded with proposals for enhancing coordination, sharing successful practices, and improving the training of specialists. The Academy will continue its systemic work and develop partnerships to effectively combat human trafficking.
