The Academy of Law Enforcement Agencies under the General Prosecutor’s Office of the Republic of Kazakhstan held a training seminar on “International legal mechanisms for ensuring human rights: effective interaction with citizens.” The event was organized with the assistance of the Friedrich Ebert Foundation’s representative office in Kazakhstan and became an important platform for developing constructive communication and effective communication skills among law enforcement and other government officials.
Marat Abdrakhmanov, Director of the Academy’s Institute for Professional Training, and Zauresh Shutova, Head of the Friedrich Ebert Foundation’s Representative Office in Kazakhstan, who also moderated the event, addressed the participants with welcoming remarks. They emphasized the importance of establishing a sustainable legal dialogue between the state and society, as well as the importance of introducing a culture of respect for human rights into everyday practice.
During the two-day program, participants examined in detail key aspects of interaction with citizens, including styles of behavior in conflict situations, mechanisms of manipulative influence, psychological aspects of communication, as well as elements of self-presentation and strategies for public interaction. Particular attention was paid to techniques for answering questions and methods for reducing tension in dialogue with the public.
The seminar combined theoretical blocks and practical exercises aimed at developing communicative flexibility, the ability to recognize conflict-generating signals, and building effective interaction strategies. This form of training helped participants develop practical skills that are in demand in their professional activities.
At the end of the seminar, participants expressed great interest in continuing similar educational programs, noting their importance for improving the quality of law enforcement practices and strengthening trust between government agencies and civil society. The Academy plans to continue implementing measures aimed at improving legal culture and developing the professional competencies of public service representatives.
