The problems of the development of the institute of private bailiffs were discussed by the participants of the round table organized by the Academy of Law Enforcement Agencies together with the Prosecutor’s Office of the North Kazakhstan region.
The main purpose of the event is to unite the efforts of scientists and practitioners in solving topical problematic issues in the activities of private bailiffs.
The discussion was attended by representatives of the Regional Prosecutor’s Office, the Department of Justice, the Regional Chamber of Private Bailiffs, teachers of the North Kazakhstan University named after M.Kozybayev, state and private bailiffs.
Scientific and practical discussions touched upon a wide range of issues, including those related to the legal guarantees of the activities of bailiffs, problems of regulatory regulation of enforcement proceedings, consideration of complaints, execution of debtor’s drives, and others.
Following the meeting, a number of recommendations of a regulatory and organizational nature were developed. For example, it is proposed to regulate in detail the procedure for making enforcement inscriptions and to determine clear grounds for their cancellation, to speed up the exchange of data on the actual payment of taxes and fines in order to exclude unjustified initiation of enforcement proceedings, to integrate the databases of bailiffs and the Ministry of Internal Affairs in terms of transmitting information about the location of wanted vehicles.
