The Interdepartmental Research Institute of the Academy (hereinafter referred to as the IRI of the Academy) held an online meeting on the results of the express analysis on the topic “Scientific and legal approaches, experience of foreign countries in providing citizens with high-quality roadside services”.
The event was attended by representatives of the Academy, JSC “NC “Kazavtozhol”, the National Security Committee of the Republic of Kazakhstan, the Committee for roads of the MIID of the Republic of Kazakhstan, Republican special monitoring group, the project office “Adaldyk Alany”, NCE “Atameken” and their representatives from the regions.
During the meeting, representatives of the Academy’s Research Institute presented the results of the study. In particular, it is pointed out the need for marketing, sociological and other scientific research before designing and building service facilities, making management decisions.
In this regard, it is proposed to develop a comprehensive methodology for analyzing primary data, forecasting demand and directions for the construction of roadside services based on the system of payment for travel on the Nur-Sultan — Burabay highway.
The participants of the meeting supported the recommendations of the Academy.
The proposal to introduce electronic auctions for the provision and purchase of land plots for the construction of roadside service facilities, aimed at protecting the rights of entrepreneurs in this area, received a particularly positive response from NCE “Atameken”.
The Academy and JSC ” NC “KazAvtoZhol” will continue to work on the implementation of the results of the study, expressed readiness to cooperate with interested organizations, explained the issues of providing paid services by the Academy.
